Job Overview
Position Objective: Under the direction of the Urban Watershed Coordinator, assist with
watershed management planning throughout Dubuque County and implement erosion
control and stormwater activities in the City of Dubuque (MS4 management), City of
Asbury (MS4 management), and Dubuque County.
Location: Dubuque County, Iowa.
Essential Functions
• Completes stormwater inspections at active construction sites according to the
established City of Dubuque, City of Asbury, and Dubuque County ordinances,
procedures, and schedules.
• Conduct site reviews of existing and proposed stormwater facilities, outfalls,
inlets, detention basins, streams, and other water quality features.
• Completes inspection reports according to the City of Dubuque, City of Asbury,
and Dubuque County policy and procedures within required time frames.
• Identifies and documents regulatory non-compliance issues and monitors
resolution.
• Assist with water monitoring sampling throughout Dubuque County.
• Responds to customer inquiries, complaints, or concerns and provide technical
assistance

TRAVEL
• This position requires remote work in the field and requires regular travel through
Dubuque County. Regular travel to the Dubuque County West Campus. Personal
vehicle use will be required, with mileage provided.
SUPERVISORY RESPONSIBILITY
• This position reports to the urban watershed coordinator for day-to-day activities.
The position also reports to and works with the watershed program director and
the Dubuque Soil and Water Conservation District Commissioners.
General understanding of:
• Stormwater management and inspections
• Erosion control on construction sites
• Urban conservation/green infrastructure best management practices
• Promotion of conservation practices
• Capable of working in a team environment while working independently to
achieve specific project deliverables.
• Basic understanding of soil health management.
• Ability to work independently and remotely in the field.
• Possess an understanding of a wide range of computer technologies, including
data storage, statistical software, and monitoring equipment interfaces.
• A valid driver’s license is required, and a vehicle.
REQUIRED EDUCATION
• Within 30 days the successful candidate would be required to successfully
complete ISWEP Inspection and Maintenance of Stormwater Practices training.
• Some college in the field of study related to engineering, planning, environmental
science, geography, urban planning, or agriculture is preferred.
SALARY RANGE
• $15-20 Hour depending on experience.
PHYSICAL DEMANDS
While performing the duties of this job, the employee is required to stand; walk; sit; drive
long distances; walk in fields and uneven terrain; collect water samples from streams, tile
outlets, and other water sources; balance; stoop, kneel, crouch or crawl. The employee
must occasionally lift and/or move up to 50 pounds.
While performing the duties of this job, the employee is exposed to weather conditions
prevalent at the time. The noise level in the work environment will vary.
WORK ENVIRONMENT:
This job operates in a professional office environment. This role routinely uses standard
office equipment such as computers, phones, and photocopiers and software platforms
such as Office 365. Field work is routinely required for stormwater inspections and water
quality monitoring using sampling equipment such as water sampling equipment, soil
probes, and GPS equipment.
