Job Overview
- Under general direction of the Dubuque County Board of Supervisors, County Auditor, the Planning & Zoning Commission, and the Board of Adjustment, develops and implements County code, policies, and planning related to land use, development, historic preservation, and flooding, wetland, and watershed management. Direct supervision is from the Dubuque County Supervisors.
- Job Duties

- Aligns staffing, resources, and projects with the department’s core functions.
- Coordinate public policy initiatives by identifying or helping to respond to emerging issues and trends.
- Serve as senior staff member to the Zoning Board, Zoning Board of Adjustment, Historic Preservation Commission, and other committees, task forces, or others as assigned.
- Prepare and facilitate the preparation of agenda and materials for Zoning Board, Zoning Board of Adjustment, and Board of Supervisors.
- Develops and administers RFP/Qs, contracts and agreements.
- Respond to inquiries orally and in writing.
- Coordinates information and correspondence for internal and external public relations.
- Regularly provides updates to the Board regarding significant issues pertaining to county projects and legislative updates.
- Oversees departmental web content and external communications.
- Oversees preparation of department annual reports.
- Work closely and collaboratively with other departments and partner organizations on planning, policy development, data collection and interpretation, and communications.
- Identifies, develops, and refines departmental products.
- Maintain, interpret, implement, and update the County land use plan and comprehensive plan, and collaborate with other departments, jurisdictions, and organizations in the development and interpretation of other planning initiatives.
- Actively submits ideas for, and participates in, presentations at professional conferences, local service organizations, or other opportunities.
- Coordinates County planning and development efforts with the development community, other departments, public jurisdictions, agencies, and elected officials.
- Develop and maintain professional relationships with the community stakeholders engaged in the primary work of the office and the County.
- Develop and maintain professional relationships with local, state, and federal officials.
- Maintain County’s status as a Certified Local Government for historic preservation purposes.
- Attends and participates in various local and regional meetings, which may include DMATS, Dubuque County Mayors and Clerks, ECIA, Chambers of Commerce events, watershed management authorities, municipal meetings, UCC, ISAC, and others.
- Supervises, schedules, trains, and directs the work of employees; participates in the interview and selection processes and may make employment decisions; evaluates employee performance and recommends professional growth or corrective action.

- Minimum Qualifications
-
- Bachelor’s degree in urban planning, public administration, engineering, geography or related field; and six years of experience in urban and regional planning, including some previous supervisory responsibilities; or an equivalent combination of education, training, and experience.
- Satisfactory driving record and possession of a valid Driver’s License.
- May require the use of a personal vehicle for travel.

Physical, Mental, and Environmental Requirements:
- Work is performed in a standard office environment and in the field at various locations throughout the County. While in the field, may be exposed to extreme weather conditions, and to potentially dangerous tools, equipment, machinery, building sites, and topography.
- May be required to traverse uneven surfaces or topography.
- Entering information into a computer system using a keyboard which requires extensive use of fingers, hands, arms and regular eye contact in which objects must be seen at the depth of 20” or less. Job involves reaching (horizontal and vertical) to obtain various books, printouts and file boxes, computer paper, and miscellaneous items weighing up to 50 lbs. Standing at counter and frequent walking is required.
Mathematical Ability:
Proficient in basic mathematics (addition, subtraction, division, and multiplication). Able to calculate site development and setback requirements; record and verify numbers and figures; balance receipts, taxes, credits, and special funds.
Language Ability & Interpersonal Communication:
Proficient in applying controlling statues, policies and established procedures relating to the numerous sequential steps involved in processing official documents accurately, consistently, and in a timely manner. Able to maintain composure and interact positively with the public under stressful, interruptive situations in both direct contact and phone answering tasks. Maintain and respect customer confidentiality.
