Job Overview
WORK SCHEDULE: 7:00 a.m. – 4:00 p.m. Landfill Facility is open Monday – Saturday and this position will work a two-week rotating schedule with one Saturday on (on the week the Saturday is worked, a day off Monday-Friday will be assigned) and one Saturday off. Holiday work is performed as required/needed.
GENERAL SUMMARY: Under general direction of the Solid Waste Facility Supervisor, the Lead Landfill Operator will assist in managing the daily operations of the Landfill; and perform other duties as assigned.

Distinguishing Features of the Class: Work in this class involves responsibility for operating and assisting in the safe operation of landfill equipment and machinery; and operating City vehicles in performing the job duties for this role. Work includes daily supervising others performing a variety of skilled and semi-skilled tasks related to the operation of the landfill facility. The employee in this class must exercise discretion and independent judgment in directing the activities of Landfill Equipment Operators, Environmental Technicians, and Scale Operators. Assignments are received in the form of oral, written, or electronic work orders. Will work closely with the Solid Waste Facility Supervisor (SWFS) on the enforcement of the Dubuque Metropolitan Area Solid Waste Agency Policies and state and federal regulations.
JOB DUTIES:
- Backup the Solid Waste Facility Supervisor in daily facility operations, maintain the annual calendar, and weekly schedule for staff vacations and keep track of staff’s daily hours.
- Attending landfill operations fleet and assisting the Solid Waste Facility Supervisor in equipment use in daily operations.
- Support the landfill diversion programs with the daily inspections and maintenance of diversion areas onsite.
- Support the scale operations with the daily review of reports.
- Through communication with the 2-way radio and a phone, respond to staff needs and concerns that occur during the daily operation.
- Monitors staff customer service and safety practices.
- Respond to emergencies and vehicle accidents that occur during operational hours and outside normal operation hours if necessary.
- Investigate, report, and help respond to enforcement of the Dubuque Metropolitan Area Solid Waste Agency Policies and state and federal regulations.
- Assist the Solid Waste Facility Supervisor with procurement of materials and supplies needed to support daily operations.
- Engage with the public in a professional manner by responding to complaints.
- Educate the public through the appropriate use of flyers, QR codes and weblinks.
- Clean the wash bay and small loads drop-off area.
- Direct staff engaged in liter collection activities, including temporary staff.
- Provide input and support on facility standard operation procedures (SOP).
- Engage with customers about concerns and improper disposal violations.
- Assist with enforcement and compliance regulations.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Solid Waste– Considerable knowledge of the operation of a landfill, weight scale and diversion activities, including electronics, household hazardous materials, organics, appliances, tires, comingled recycling, glass recycling, and metal recycling.
- Customer and Personal Service - Knowledge of principles and processes for providing customer and personal services which includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
- Technology – Competence in the use of technological tools like iPhone, iPad, and a computer; to include the core Microsoft Suite and GPS software.
- Management – Ability to handle a variety of tasks without close supervision; ability to resolve daily collection problems by ensuring the use of established collection procedures and reporting any non-compliance to the supervisor.
- Relationship – Ability to maintain effective working relationships with employees.
- Public Safety and Security - Knowledge of relevant equipment, policies, procedures, and strategies to promote effective local operations for the protection of people, data, property, and institutions,

MINIMUM QUALIFICATIONS:
- Two years of experience in solid waste facility operations.
- Iowa Landfill Operators License (or equivalent).
- Possession of and ability to maintain a Class A Commercial Driver’s License with Airbrake endorsement.
- Experience in data entry.
- Experience in customer service.
PREFERRED QUALIFICATIONS:
- 24-Hour HAZWOPER Certification
- Compost Operator Certification
- Appliance Demanufacturer Certification
- Knowledge of solid waste disposal operations, methods, and procedures.
- Knowledge of the procedures and techniques used in the disposal of solid waste
Physical Ability - Tasks involve the ability to exert very heavy physical effort in very heavy work conditions, typically involving some combination of sitting, standing, walking, climbing, balancing, stooping, kneeling, crouching, and crawling, and some lifting, carrying, pushing and/or pulling of heavy objects and materials up to 40 pounds.
Sensory Requirements - Some tasks require visual and auditory perception and discrimination as well as oral communications ability.
Environmental Factors - Tasks require exposure to adverse weather conditions, extreme temperatures, wetness/humidity, noise extremes, strong odors, smoke/dust/pollen/dirt, machinery hazards, traffic hazards, disease/pathogens, vibrations, etc.
Supervisory Status: Functional
Residency Requirement: Employee shall establish their principal place of residence within thirty (30) miles of the corporate limits of the City of Dubuque as soon as practicable after appointment, but within two years of appointment.
