ESSENTIAL DUTIES AND RESPONSIBILITIES
The following duties are normal for this position. These are not to be construed as exclusive or all inclusive. Other duties may be required or assigned.
GENERAL
A positive attitude, professional demeanor and a genuine interest in people is necessary. The desire to learn and share information, as it relates to all facets of the County Treasurer’s Office. The ability to communicate clearly, listen carefully and perform tasks correctly, with efficiency. To be organized and focused with the ability to multitask while being interrupted in the pursuit of daily assignments.
TYPICAL TASKS
1. May be required to assist the public with applications, renewals, titles, and related records
2. Assist Tax & Finance Deputy with annual tax sale set up and implementation
3. Serves as cashier, receives receipts and accounts for fees, payments, taxes, licenses, special assessments, and other collectibles
4. Receives, records, processes and deposits funds collected by other County agencies
5. Posts receipts to proper accounts, balances and closes out daily, prepares and makes bank deposits
6. Processes real estate tax bills, pulls mortgage company requests, prepares adjustments and tax certifications
7. Calculates penalties and interest
8. Prepares delinquent real estate tax bills
9. Involved in the scanning process, ensuring proper completion and accuracy of title work and other motor vehicle documents
10. Operates computer to secure information for collection purposes and to post collections
11. Interprets procedures and regulations when working with the public
12. Performs skilled clerical work, type’s forms, registrations, documents, titles, etc
13. In rotation with others, process online renewals (WEBs), title liens (ELT) and vehicle registration and titles (ERT)
14. May be required to perform general office tasks, answer phones, assist customers at the windows, answer clerk’s
questions, receive and sort mail, or other duties as assigned by the Treasurer
KNOWLEDGE SKILLS AND ABILITIES
Thorough knowledge of collection and cashiering procedures, methods and processes; general knowledge of real estate, automotive license and mobile home taxation regulations, procedures and techniques; general knowledge of bookkeeping terminology, methods, procedures and equipment; general knowledge of standard office procedures, practices and equipment; ability to understand and follow oral and written directions; ability to perform mathematical computations with speed and accuracy; skill in the use of a variety of office and data processing equipment and some typing ability; ability to get along well with others.
EDUCATION AND EXPERIENCE
Graduation from high school or G.E.D. equivalent is required. Working knowledge of office machines and computer data entry. Experience in Microsoft Word and Excel. Ability to learn and retain a vast amount of information and procedures. Ability to work with the public in stressful situations. Possess strong communication skills, both verbal and written are essential.
MINIMUM PHYSICAL & MENTAL ABILITIES REQUIRED TO PERFOM ESSENTIAL FUNCTIONS
PHYSICAL REQUIREMENTS
Entering data into the computer system using a keyboard which requires extensive use of fingers, hands, arms, and regular eye contact in which objects must be seen at the depth of 20” or less. Job involves reaching (horizontal and vertical) to obtain various books, printouts and file boxes, computer paper, license plates, and miscellaneous items weighing up to 50 lbs.
Standing at the counter and frequent walking is required.
MATHEMATICAL ABILITY
Proficient in basic mathematics (addition, subtraction, division, and multiplication). Able to count money and documents; record and verify numbers and figures; balance receipts, warrants, taxes, credits, and special funds.
LANGUAGE ABILITY & INTERPERSONAL COMMUNICATION
Proficient in applying controlling statues, policies and established procedures relating to the numerous sequential steps involved in processing official documents accurately, consistently, and in a timely manner. Able to maintain composure and interact positively with the public under stressful, interruptive situations in both direct contact and phone answering tasks. Maintain and respect customer confidentiality. Ability to write legibly.
ENVIRONMENTAL ADAPTABILITY
Work is normally performed in an office environment
Prolonged periods sitting at a desk and working on a computer
Must be able to lift up to 15 pounds at a time.
