Description:
POSITION PURPOSE:
Provides clinical leadership within Supply Chain for Value Analysis. Acts as a liaison between Supply Chain, vendors, physicians and other care providers. Provides the resource for maintaining balance between optimal clinical outcomes, promoting excellence in quality of care with appropriate product utilization and supply stewardship. Facilitates the resolution of clinical issues resulting from the standardization or introduction of products and vendors. Supports the Director of Supply Chain to supply reduction/savings opportunities and facility issues on a routine basis. Accountable for communicating upcoming changes, issues and trends related to clinical supply Nursing Leadership and Department Directors in a timely clear and concise manner. Co-chairs the Value Analysis Committee.
SCOPE OF SERVICE:
Customers include: employees and patients of both hospitals in Dubuque and Dyersville, physicians of Dubuque and the surrounding service area, other healthcare providers, and any business, group, or individual who has regular contact with or utilizes the services of Mercy Medical Center.
ESSENTIAL FUNCTIONS:
1. Adheres to the principles of caring and expected behaviors outlined in Mercy Medical Center's Model of Caring and Trinity Health's Code of Conduct, fostering a climate where all customers are treated in a manner consistent with Mercy Medical Center's Mission and Values.
2. Maintains a working knowledge of applicable Federal, State and local laws and regulations, Trinity Health’s Organizational Integrity Program, Standards of Conduct, as well as other policies and procedures in order to ensure adherence in a manner that reflects honest, ethical and professional behavior.
3. Performs other duties consistent with purpose of job as directed.
4. Develops strategies and processes for reducing supply expense for procedure standardization and utilization, using evidence based clinical data, benchmarked best practices and data driven analysis.
5. Identifies opportunities for product standardization and increased product quality for improved patient outcomes.
6. Uses designated methodology for calculating savings targets and tracking realization based on savings categories; contract compliance; utilization review and new technology cost avoidance.
7. Works with designated physician champions to ensure physician understanding and support.
8. Facilitator and clinical resource for all clinicians and physicians for new product introduction process to include supplies, technology and capital equipment as required.
9. Investigates and analyzes the root cause of product concerns and safety issues.
10. Applies clinical knowledge base to upcoming product conversions to make recommendations on implementation strategies.
11. Makes decisions for substitutions of clinical products as needed.
12. Provides oversight of clinical trial/evaluation process.
Value Analysis/Technology Assessment/Utilization
13. Leads, facilitates and coordinates all aspects of value analysis/product evaluation efforts through a Value Analysis Committee by completing assessments and analysis, coordinating product trials and implementing new products and services on behalf of MO.
14. Manages and controls MO new technology assessments and their impact on supplies, cost control, deployment and value analysis processes on high expense supplies of equipment, strategically significant procedures, products or services across the MO continuance of care.
15. Manages and controls resource utilization, standardization and consumption initiatives with clinical and medical staffs to ensure appropriate quality and product utilization throughout the system.
16. Assists with product conversions and implementation.
Procurement – Implementation - Compliance
17. Communicates and supports national and system supplier agreements and the System’s commitment with Trinity Health associates and supplier representatives, while understanding, supporting and meeting the unique needs of the Ministry Organization.
18. Reviews special order requests for contract compliance.

SKILLS AND ABILITIES REQUIRED:

9. May be required to increase/decrease work schedule and/or vary hours depending on the needs of the department.
10. Undergo annual training through Healthstreams concerning the appropriate handling and security of IV Solutions and medications.
PHYSICAL AND MENTAL REQUIREMENTS AND WORKING CONDITIONS:
1. Normal office environment where there are relatively few physical discomforts due to dust, dirt and noise.
2. Sits continuously (80% or more of work time), occasionally (6-10% of work time) must stand and walk.
3. Requires occasional (6-10% of work time) reaching, bending, stooping, crouching and kneeling.
4. Must occasionally (6-10% of work time) lift or carry objects weighing up to approximately 25 pounds.
5. Requires use of hands for repetitive action such as simple grasping and fine manipulating.
6. Requires visual acuity, the ability to speak and the ability to hear speech.
7. Must adhere to applicable organizational requirements on an annual basis for Employee Health Directives.
MINIMUM QUALIFICATIONS
(EDUCATION, LICENSURE, CERTIFICATION, AND EXPERIENCE REQUIRED):
1. Bachelor of Science in Nursing required.
2. Must hold an active license to practice nursing in the State of Iowa.
3. Advanced clinical base of knowledge normally obtained through five or more years of related clinical experience. Prefer clinical trial experience.
4. Familiarity with computer applications (demonstrated through a competency assessment) such as Microsoft Office Suite (Word, Excel, PowerPoint, GroupWise), HealthStream, Intranet; and use of reporting tools. Ability to use other software as required to perform the essential functions of the job.
5. Valid driver's license and ability to meet hospital driving requirements.
6. Child and Dependent Adult Abuse Mandatory Reporter Training is required within 6 months of hire and every 5 years thereafter.
