JOB SUMMARY: Under general direction, weigh vehicles; weigh/measure and package for shipping chemical and biohazardous waste and hazardous materials; package for shipping mobile devices, products, and electronics equipment for recycling; keeping relevant records; perform skilled clerical, cashiering, customer and building, grounds and equipment maintenance work; and perform other duties as assigned at the Dubuque Metropolitan Area Solid Waste Agency's Landfill.

DISTINGUISHING FEATURES OF THE CLASS: Work in this class involves performing a variety of skilled and semi-skilled tasks in the operation of landfill scale equipment and warehouse equipment and machinery; Assignments are received in the form of oral or written work orders from the Solid Waste Facility Supervisor, and/or the Lead Landfill Operator. Work is reviewed and evaluated by the Solid Waste Facility Supervisor through records, inspection of facilities and active landfilling areas, results achieved; and effectiveness of services provided.
Job Duties
JOB DUTIES:
- Operate scale computers and remote scale devices; Assist in the Agency’s Household Materials Regional Collection Center; and litter abatement equipment.
- Perform solid and special waste disposal screening and collect fees, issue receipts, and reconcile; clerical duties such as explaining Agency policies and procedures, preparing deposits, maintaining files and records, and opening and closing scale house; and litter control duties.
- Respond to questions and requests.
- Assist in receiving, identifying, sorting, and preparing household and business hazardous waste for disposal.
- Assist in verifying and classifying hazardous wastes for disposal.
- Assist and maintain inventories of hazardous materials, and equipment inspection logs and facility records.
- Assist in following waste management and chemical handling procedures including sampling, weighing, and storing chemical containers.
- Assist in adding reagents and mixing or processing waste.
- Participate in occupational hygiene monitoring; and training and professional activities including certification.
- Collect environmental monitoring samples and submit them for analysis.
- Research and stay current with provincial and federal regulations, laws and amendments governing hazardous wastes and materials.
- Assist with ground maintenance such as weed control, mowing and snow removal.
- Cross train in various areas to strengthen knowledge base.
- Assess the potential impact certain processes may have on the environment.
- Review permit applications.
- Ensure processes comply with all local, regional, state, and federal environmental regulations.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Materials Collection and Processing - Knowledge of raw materials and hazardous waste collection and treatment processes, quality control, costs, and other techniques for maximizing the effective manufacture and distribution of goods.
- Computers and Technology – Knowledge of, and ability to, operate a computer or other technology using standard or customized computer or systems software applications. Ability to adapt to advances in computer and electronics device technology and software.

Qualifications
MINIMUM QUALIFICATIONS:
- Experience in cash handling OR coursework in accounting.
- Customer service experience.
- High School Diploma OR GED.
- Basic Microsoft Office Suite experience.
- Any equivalent combination of experience and training which provides the essential knowledge, skills, and abilities.
PREFERRED QUALIFICATIONS:
- Experience with Hazardous Waste Management or environmental regulations.
- Associates degree or coursework in Accounting, Business Administration, Environmental Science, Biology, or related fields of study.
- Two (2) years of experience in environmental work such as processing chemicals and/or household hazardous waste
- Forklift trained and/or certified.
- Iowa Landfill Operator Certification
- 24 Hour HAZWOPER
- Experience working with a diverse workforce and population.
Supplemental Information
RESIDENCY REQUIREMENT: Employee shall establish their principal place of residence within thirty (30) miles of the corporate limits of the city of Dubuque as soon as practicable after appointment, but within two years of appointment.
PHYSICAL CONDITIONS: Duties require sitting, standing, walking on uneven surfaces, climbing, reaching, kneeling, bending, stooping, squatting, grasping and repetitive motions; near and far vision (with or without corrective device); lifting items weighing up to 50 pounds; dragging and pushing equipment and supplies weighing up to 450 pounds; ability to hear radios, alarms and other safety warning triggers (with or without corrective device); working with power and noise-producing tools and equipment; and driving motorized vehicles. Work with hazardous materials requires the wearing of Personal Protective Equipment including Tyvek coveralls, nitrile gloves, safety glasses and a full-face respirator or supplied air hood on occasion.
WORKING CONDITIONS: Duties include working in all weather conditions including wet, hot, cold, indoors and outdoors; variable shifts: regular, evening and weekends; responding to weather-related emergency operations; serving on call throughout the year including holidays and weekends.
