GENERAL SUMMARY OF DUTIES: Uses an intercultural approach to perform responsible administrative work in assessing, developing, implementing and/or coordinating inclusive and equitable employee recruitment and hiring processes and activities. The person in this position is an important team member supporting the efforts to become a high-performance organization that is data driven and outcome focused with the ultimate goal of creating an equitable organization/employer of choice, through planning, partnerships and people; and performs related work as required.
DISTINGUISHING FEATURES OF THE CLASS: The employee in this class will be responsible for developing, implementing and/or coordinating recruitment and hiring programs and activities and related training presentation activities to achieve the objectives of the City’s recruitment and retention plan.  The work in this class requires extensive collaboration and positive relationships with the organization’s hiring managers (e.g., department heads, supervisors) and the exercise of independent judgment and is performed with considerable independence. The employee in this position reports to the Chief Human Resources Officer and work is performed under general supervision.   Work is reviewed by the Chief Human Resources through reports, conferences and results achieved.

Job Duties

  • Oversight and implementation of the organization’s recruitment and hiring processes and planning.
  • Serves as an in-house consultant to hiring managers, identifying areas of process improvement, strategic planning, work plan development, and system design related to equitable hiring processes and workforce diversity.
  • Fully utilizes available technology not limited to Neogov (Applicant Tracking System), Tyler Munis (Payroll Database), Employee Database/HRIS, and Cognos to meet the data analysis and planning needs related to workforce recruitment and retention.
  • Develops, supports, and maintains the use of analytical tools to identify and review diversity impacts of workforce policies, procedures and practices for the purpose of amplifying positive impacts and mitigating negative impacts.
  • Uses quantitative and qualitative data to help identify and support mechanisms to remove barriers and improve diversity and inclusion within departments and across the organization.
  • Collaborates on organization relations with underrepresented groups and develops strategies to increase community access to information and opportunities related to City employment.
  • Identifies, shares, and adapts for application best practices and benchmarks in workforce diversity, equity, and inclusion, succession planning, and classification.
  • Works with departments and community partners to anticipate future vacancies and develop and implement recruitment pipeline strategies, including internships, apprenticeships, and other “grow our own” programs.
  • In collaboration with departments, conducts interviews, analyzes responses, and makes recommendations for hiring qualified candidates and advancing diversity and inclusion.
  • Reviews the City’s application, recruitment, selection and promotion processes and procedures in order to identify and remove possible barriers to employment and creates strategies to advance equitable and inclusive recruitment.
  • Works with departments to identify and implement organizational development and training related to advancing diversity, equity and inclusion in the workplace, including but not limited to training on the use of quantitative and qualitative data.
  • Conducts workshops and training on creating a diverse and inclusive workplace culture using an intercultural approach, encouraging employee generated ideas and actions.
  • Attends meetings, conferences, workshops and training sessions and reviews publications and professional literature to remain current on the principles, practices and developments in the assigned work area.
  • Responds to interested parties’ and potential/actual applicant questions and comments in a courteous, timely and equitable manner.
  • Responds to requests for information from employees and the public.
  • Conducts independent studies and makes recommendations on complex issues and projects.
  • Participates in the City’s Intercultural Competency Training and Program.

  • Ability to plan, coordinate and carry out various work force recruitment and retention activities in inclusive ways.
  • Knowledge of diversity and inclusive practices in human resources and organizational development.
  • An understanding of the determinants of diversity.
  • Knowledge of diversity, equity and inclusion.
  • Skill in facilitating dialogue across differences in personal values and beliefs.
  • Knowledge of automated systems as they apply to managing recruitment and hiring.
  • Ability to collect, analyze and synthesize qualitative and quantitative data.
  • Knowledge of references and resources available in the fields of organizational development and intercultural competence.
  • An understanding of impediments to change and the ability to work collaboratively to address and remove barriers to improvement.
  • Knowledge of social identity development and other theories on individual and organizational change as it relates to intercultural competency and creating an inclusive and diverse work environment.
  • Skill in building a sense of empowerment and shared responsibility for advancing workforce diversity and inclusion across the organization.
  • Ability to make public presentations.
  • Ability to provide consultation assistance to managers and supervisors in developing recruitment and retention strategies.
  • Ability to communicate effectively, both orally and in writing.
  • Skills in interpersonal and intercultural communication.
  • Ability to keep accurate and confidential records.
  • Ability to establish and maintain effective working relationships with employees, City, State and Federal officials, representatives of other agencies and the general public.
  • Ability to develop novel solutions to problems both within and across departments and teams.

  • Skill in demonstrating empathy and understanding regarding the experiences of persons from traditionally marginalized communities.
  • Skill in taking responsibility for continued personal learning and in facilitating learning with others around issues of diversity and inclusion.
  • Skill in the use of spreadsheet, database, and word processing software.
  • Demonstrated ability to follow a management philosophy that is input oriented and values problem solving and the development of partnerships.
  • Demonstrated ability to work effectively as a member of a team.

MINIMUM QUALIFICATIONS: 

  • Recruitment, Human Resources, or Vendor Management experience.
  • Familiarity with hiring regulations and compliance issues.
  • Strong communication skills with diverse groups.
  • Computer/Technology proficiency.
  • Excellent Customer Service Skills.
  • Associate or bachelor’s degree in Organizational Development, Human Resources, Public Administration, Communications or related field; or
  • any equivalent combination of experience and training which provides the essential knowledge, skills and abilities.

PREFERRED REQUIREMENTS:

  • Bilingual English/Spanish or English/Marshallese speaking and writing skills a plus.
  • Professional in Human Resources (PHR), Senior Professional in Human Resources (SPHR), SHRM-CP or SHRM-SCP or SHRM Talent Acquisition Specialty Credential.

RESIDENCY REQUIREMENT: Employee shall establish their principal place of residence within fifty (50) miles of their place of employment as soon as practical after appointment, but within two years of their date of employment or appointment.
