GENERAL SUMMARY: Plans and supervises the activities of the street and sewer maintenance operations; and performs other duties as assigned. Plan, direct, or coordinate the operations, overseeing multiple sub-activities. Duties and responsibilities include formulating policies, managing daily operations, and planning the use of materials and human resources, but are too diverse and general in nature to be classified in any one functional area of management or administration, such as personnel, purchasing, or administrative services. Usually manage through subordinate supervisors.

DISTINGUISHING FEATURES OF THE CLASS: Work involves responsibility for planning, organizing, assigning and reviewing the work of skilled and semi-skilled employees involved in the maintenance and repair of streets, sewers, alleys, traffic signals, streetlights and in snow removal and street cleaning operations.  Assignments and general policies are received from the Assistant Public Works Director. The employee in this class is expected to exercise discretion and independent judgment in directing the varied activities of the street and sewer maintenance operations. Work is reviewed by the Public Works Director through operating records, inspection of facilities and adequacy, efficiency and effectiveness of services provided.

Job Duties

  • Engages in a positive manner with City Council, PW Department staff, City Departments and community members.
  • Leads and mentors a dedicated and talented staff featuring many emerging leaders.
  • Analyzes current processes and procedures to make system improvements for efficiencies, updating of standards, and improvements to the customer experience.
  • Collaborates with other agencies and stakeholders to plan regional solutions on shared items of interest such as route optimization, flood control and winter maintenance.
  • Contributes to a collaborative and dynamic Public Works Leadership team.
  • Plans, organizes, supervises, and inspects the work of employees engaged in various sub-activities within Field Operations.
  • Participates in the development and implementation of goals, objectives, policies, and priorities for assigned services and programs.
  • Evaluates employee performance, counsels employees, and effectively recommends initial disciplinary action; manages recommendations to the Director in hiring and promotion.
  • Trains staff in work and safety procedures and in the operation and use of equipment and supplies; implements procedures and standards.
  • Maintains records and prepares reports; determines, controls and maintains an inventory of supplies and equipment; reviews specifications and analyzes bids to purchase supplies and equipment.
  • Review and analyze methods, equipment used and performance to increase efficiency and effectiveness, improve results or affect economies in operation and maintenance activities.
  • Review, request, and monitor the annual budget for Field Operations.
  • Maintain public relations through courteous and prompt attention to complaints and inquiries.

KNOWLEDGE, SKILLS AND ABILITIES:  

  • Administration and Management - Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
  • Customer Service - Knowledge of principles and processes for providing customer service. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Personnel and Human Resources - Knowledge of principles and procedures for personnel recruitment, selection, and training
  • Critical Thinking - Thinking about the pros and cons of different ways to solve a problem.
  • Time Management - Managing your time and the time of other people.
  • Negotiation - Bringing people together to solve differences.
  • Complex Problem Solving - Noticing a problem and figuring out the best way to solve it.
  • Communication – Excellent communication skills; both verbal and written
  • Flexibility – Ability to work nights, holidays and weekends as needed during snow and ice control operations or other emergency operations.

  • At least 2 years’ experience supervising public works operations; and
  • A bachelor's degree in civil engineering, business administration or public administration; or
  • any equivalent combination of experience and training.
  • At least 2 years’ experience in drafting memorandums and other administrative documentation

PREFERRED QUALIFICATIONS:

  • Possession of or ability to obtain and maintain:
    • A valid Class A commercial driver’s license with air brakes and tanker endorsement
    • Certification as a trained competent person as it applies to trenching/shoring
    • Work-zone safety certification
    • OSHA 10 top construction safety training

FLSA STATUS: Exempt

SUPERVISORY STATUS: Administrative

RESIDENCY REQUIREMENT: Employee shall establish their principal place of residence within fifty (50) miles of their place of employment as soon as practical after appointment, but within two years of their date of employment or appointment.
