Position Summary

 

GENERAL SUMMARY: The Engineering Department Camera Systems Technician will maintain Surveillance/Traffic Networks/and City Communications infrastructure operating systems; and perform other duties as assigned. The ideal candidate possesses a blended skill set from an IT background or a low voltage electrical background which includes knowledge of IP addressing, telephone system configuration or installation, low voltage wiring, logical troubleshooting of low voltage networks, and multi-meter proficiency. Performs related work as required.

DISTINGUISHING FEATURES OF THE CLASS: Work requires the utilization of the knowledge and skills necessary to commission, implement, troubleshoot, and repair low voltage systems such as access control, video surveillance, and communication. Working both independently and in teams, will troubleshoot and maintain existing systems as well as new project installations. Work performed requires establishing and maintaining effective working relationships with other City employees, private contractors, utility companies and the general public. Work is reviewed by a supervisor through observation, a review of reports and results achieved.

 

Job Duties

 

JOB DUTIES:

  • Install and program new IP camera and security system components.
  • Camera software (Milestone) networking and traffic management.
  • Troubleshoot and resolve issues with cameras and traffic hardware systems.
  • Conduct routine maintenance and firmware updates on camera traffic systems.
  • Perform cabling installation for low voltage technologies; network switch maintenance; and field inspections on low voltage and communications projects related to fiber cable and duct, city surveillance projects and traffic signal and lighting projects.
  • Service, troubleshoot and install different cabling technologies such as Fiber Optics, Category 6A, Category 6, Category 5e and others.
  • Read and interpret as-built plans, construction plans, plat maps, GIS maps, diagrams, submittals, specifications, software/systems programs, schematics, and operational product manuals.
  • Work in concert with assigned staff to design, install, troubleshoot, and maintain complex traffic, communications, access control and IP security systems.
  • Field verification of camera, surge, network, and fiber optics communications equipment standards.
  • Maintain and update utility records in GIS.
  • Report on work progress.
  • Participate in the City’s intercultural competency training program.
  • Respond to questions and service requests.
  • Field inspection of camera systems, fiber optics developments, network, and traffic signal equipment.
  • Update City’s fiber optic and networking builds in Crescent Link and City GIS databases.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Mechanical and Equipment - Knowledge of machines and tools, including their designs, uses, repair and maintenance; and the proper operation, maintenance and repair of utility locating equipment.
  • Electronics – Knowledge of low voltage electrical solutions including relays, resistors, and electrical cabling terminations. Aptitude for installing and repairing electrical devices.
  • Software – Knowledge of systems controls software, Video Management Software (VMS), including using a graphical user interface software to program cameras and camera systems, Windows Servers, PCs, or other computer related systems.
  • Building and Construction – Knowledge of residential, commercial, and utility construction; and of materials, methods, and the tools involved in the construction or repair of public infrastructure such as highways and roads, sewer, drainage, water distribution systems and broadband communications, traffic signals and camera systems.
  • General and Equipment Safety – Knowledge of MUTCD standards for road closures, detours, traffic control; of occupational hazards and safety precautions applicable to underground facility inspections and traffic control; and of OSHA standards for work in street Right of Way and excavations. Ability to perform work safely.
  • Technology and GIS Mapping Systems - Ability to use computer, laptop, mobile phone or other mobile devices; knowledge of basic markings and symbols used on improvement plans, plat maps and GIS mapping systems; and skilled in computer entry and data analysis.
  • Speaking and Active Listening – Communicating by talking and listening to others, not interrupting, and asking good questions.
  • Reading, Written Comprehension and Expression – Reading and understanding work-related information; and communicating in writing.
  • Critical Thinking and Complex Problem Solving – Noticing a problem, thinking about the pros and cons of different ways to solve a problem, and figuring out the best way to solve it. Ability to focus and complete assigned tasks and prioritize when given multiple tasks.
  • Inductive and Deductive Reasoning - Making general rules or coming up with answers from lots of detailed information and using them to solve problems.

 

Qualifications

 

MINIMUM QUALIFICATIONS:

  • High School diploma or equivalency; and
  • Two (2) years of experience in electrical, fiber optics, or low voltage systems; or
  • Any equivalent combination of experience and training.
  • Possession of a current state-issued driver’s license.

PREFERRED QUALIFICATIONS:

  • Associate degree or higher in Electronics or Information Technology related field.
  • Experience with Milestone camera software.

SUPERVISORY STATUS: None

WORKING CONDITIONS: Work requires occasionally lifting items weighing up to 50 pounds, assisted or unassisted; walking, standing, squatting, kneeling, and sitting for long periods of time; climbing, stooping, kneeling, crouching or crawling; reaching with hands and arms; and occasionally working exposed to outside weather elements.

RESIDENCY REQUIREMENT: Employee shall establish their principal place of residence within fifty (50) miles of their place of employment as soon as practicable after appointment, but within two years of appointment
