Job Overview
Performs administrative and technical work in conceptualizing, planning, managing and coordinating a variety of City capital projects; performs related work as required.
DISTINGUISHING FEATURES OF THE CLASS: This position is responsible for administrative and technical work in conceptualizing, planning, managing, and coordinating a variety of City capital construction projects to ensure that project goals and objectives are accomplished within the prescribed time frame, funding parameters and according to contract documents. Advice and assistance are provided to other City departments as required. The employee in this class reports to the City Engineer and must exercise initiative and a high level of judgment and discretion. Work is reviewed through conferences, observation, and results achieved.
Project Management
o Manages project types such as roadways, bridges, levees or floodwalls, waterway control, Structures, railroad, commercial building facilities, parking structures, renewable energy, wastewater treatment plants and lift stations, bus transit facilities, underground infrastructure including sanitary, water, stormwater, and broadband
o Responsible for managing assigned projects throughout their full life cycle including the planning phase, scope establishment, consultant proposal and procurement documents, leading consultant contract negotiations, leading steps of the various phases of design, property procurement, permitting, construction, bidding, construction administration, project close-out and turnover.
o Oversees the delivery of the project plan to successful completion which includes delivery of quality work, keeping projects on time, on budget, and to the city council' satisfaction.
o Proactively manages the budget, schedule, technical requirements, contractual/legal obligations, and stakeholder communications in support of the project' objectives, authoring city council documentation, and presenting the project to the city council.
o Provides technical review and risk analysis while managing the development of design-related specifications, calculations, reports, and plans, and advises City Staff on the developments.
o Coordinates with internal and external partners to address and problem-solve design or construction-related issues or concerns.
o Coordinates with Federal and State agencies to obtain permits for projects
o Manages project teams for large-scale capital improvement projects
o Responsible for 5-year capital project planning, budget requests, budget amendments, identification of and requesting for new project needs, the responsible party for federal and state grant administration of assigned capital projects that have grants and assisting with authoring new grant applications for eligible projects
o Maintains and updates city-wide standard contract documents portfolio which includes identifying emerging issues in the architecture/engineering/construction field and tracking for changes in state or federal law. Coordinating updates to portfolio templates after consultation with the legal department.
o Other related project management duties as assigned.
Lease Management
o Manages and administers lease agreements.
o Drafts new agreements and amendments for roughly 50 city-owned property leases
o Collaborates with City Staff to negotiate new or modifies existing lease agreements
o Responsible for renewal of expiring agreements/bill/day-to-day use of City sites/annual revenue predictions for upcoming budget/dispute resolution.
o Other related Lease Management duties as assigned.
ΓÇó Department Leadership/Supervisory
o Assists in hiring and job coaching.
o Leads the City' facility management team and seven City facilities.
o Supervises & collaborates closely with the Facilities Manager.
o Reviews and Approves timesheets of supervised employees in Payroll Software
o Assists in coordinating the training for and participates as a member of the department's permit-required confined space entry team and 40-hour HAZWOPER hazardous materials response team.
o Other related supervisory duties as assigned.
Department Leadership/Budgeting
o Participates in the department's annual operating budget preparation and monitoring throughout the year which includes personnel/equipment/technology/vehicle/software/utility costs.
o Drafts improvement packages as part of the budget preparation
o Other related budgeting duties as assigned.
Site Development
o Reviews and comments on new development agreements being negotiated involving City-owned land and former lease sites that are vacant.
o Leads work involving City-owned brownfield contaminated sites to ensure compliance with state and federal regulations.
o Represents the City during public/private collaborative ventures involving master planning or share-use facilities.
o Other related Site Development duties
KNOWLEDGE, SKILLS AND ABILITIES:
ΓÇó Extensive knowledge of the principles and practices as they relate to capital projects and construction management;
ΓÇó Extensive knowledge of current methods and techniques relating to the design, construction and maintenance of public works facilities;
ΓÇó Extensive knowledge of all aspects of construction project management;
ΓÇó extensive knowledge of current developments in the field of engineering and construction management;
ΓÇó Considerable knowledge of the occupational hazards and safety precautions related to the construction and inspection of capital projects;
ΓÇó Considerable knowledge of engineering drafting and design of software systems; knowledge of recordkeeping methods and practices;
ΓÇó Knowledge of alternative service level (modified zero based) budgeting systems and performance based evaluation systems;
ΓÇó Knowledge of the methods and techniques of preparing a multi-year capital improvement program;
ΓÇó Knowledge of organizational development concepts, techniques and philosophies;
ΓÇó Knowledge of general procedures for plan approval from various jurisdictions;
ΓÇó Analyzing information and exercising sound judgment in making decisions;
ΓÇó Use of computers and the application of engineering related software;
ΓÇó Plan, develop and interpret construction plans and specifications;
ΓÇó Make decisions, recognizing established practices and that use resourcefulness and tact in solving problems;
ΓÇó Determine long-range needs for expansion and construction and to plan and organize work for the accomplishment of objectives;
ΓÇó Balance multiple projects and priorities while taking a leading role in completing projects on time and within budget;
ΓÇó Research and understand various zoning, engineering, ADA and other requirements as prescribed by City code and state and federal laws;
ΓÇó Establish and maintain effective working relationships with employees, City officials, representatives of other agencies, contractors and the general public;
ΓÇó Communicate effectively, both orally and in writing;
ΓÇó Perform a variety of tasks without close supervision;
ΓÇó Respond to customer inquiries in a courteous and professional manner;

REQUIRED QUALIFICATIONS:
ΓÇó At least 3 years of experience in civil infrastructure field which includes supervisory or project management work, or building/facility maintenance and;
ΓÇó At least 3 years of coursework in Project Management, Engineering, Construction Management, Building/Facility management, Architecture Property Development, Business Administration, Public Administration, or a Related Field, or;
ΓÇó Equivalent education and experience equal to 6 years.
ΓÇó Experience using Microsoft 365 and Adobe Acrobat.
ΓÇó Possession of a State of Iowa issued driver' license or ability to obtain within 2 months and automobile insurance coverage consistent with the City' requirements.
PREFERRED QUALIFICATIONS:
ΓÇó Ten (10) or more years of capital improvement project management and facilities management experience.
ΓÇó Graduation from an accredited college or university with a Bachelor' degree or major coursework in civil engineering, construction engineering technology, construction management, operations management and supervision, facilities or business management; or public or business administration; or
ΓÇó Any equivalent combination of experience and training.
ΓÇó Certifications as a Project Manager Professional
RESIDENCY REQUIREMENT: Employee shall establish their principal place of residence within fifty (50) miles of the corporate limits of the city of Dubuque as soon as practicable after appointment but within two years of appointment.
