The Director of Perioperative Services would be joining an OR, Recovery Room, Sterile Processing and Ambulatory Surgery Unit that consists of the following:

OR:
• 9 Operating Rooms
• 2 Endoscopy Suites
• 1 C-section Suite
• An experienced staff of 65+ Employees consisting of skilled Registered Nurses, Surgical Techs, Operating Room Assistants, and Secretaries.

Ambulatory Surgery/Recovery Room Units:
• 23 Private rooms accommodating the following patients
o Same-day surgery
o Cardiology procedures
o Radiology procedures
o Infusions
• 8 Phase I Recovery Bays
• A well-tenured staff of 35+ Employees consisting of skilled Registered Nurses, Certified Nursing Assistants, and Unit Secretaries that are team-driven and work closely with physicians in multidisciplinary areas to provide the highest quality of care.

Sterile Processing Unit:
• Steam and Hydrogen Peroxide Sterilization
• Endoscopy High Level Disinfection
• Provide sterilization services to internal hospital departments including surgery, cardiology etc. and external clinics.
• An experienced staff of 8+ employees consisting of sterile processing technicians.

Consistent with the American Nurses Association’s Nursing Administration: Scope & Standards of Practice.  The Clinical Director is a member of the Mercy Medical Center leadership team and is responsible to allocate available resources to promote efficient, effective, safe, and compassionate care based on current standards of practice.  Supports a shared leadership philosophy; advances the professional practice model for patient care services; and serves as the conduit between colleagues and executive management, representing and advocating for his or her staff.

The Clinical Director ensures an effective departmental structure, inclusive decision-making, creative and supportive personnel policies, professional models of care that promote excellent patient services, collegial interdisciplinary relationships and professional development opportunities for nursing staff and other associates.  Provides clinical and administrative leadership and expertise within their service area(s).  The Clinical Director facilitates interactive management and the development of strong relationships among nursing personnel and with others throughout the organization and the community.  S/he carries out the mission, vision, values, evidence-based practice, and standards of Patient Care Services and of MercyOne Medical Center as a whole.  

The Clinical Director is accountable for the environment in which clinical nursing is practiced.  Enhances the practice environment, consistent with Magnet hospital criteria, encouraging staff accountability for their own practice, and recruiting and retaining colleagues with the appropriate values, experience, education, and background.  S/he creates a learning environment that is open, respectful and promotes the sharing of expertise to promote the benefits of health outcomes. The Clinical Director is responsible for the strategic and operational leadership of the defined service area(s) and collaborates with the chief nursing officer and others in organizational planning, innovation, and evaluation.

 
SCOPE OF SERVICE:
Clinical directors lead teams in departments and services across the hospital and the continuum of care.  Customers include but are not limited to patients and families/significant others, medical staff, hospital associates, Executive Team, Trinity Health colleagues, visitors, and regulatory agents.

REPORTING RELATIONSHIP:
MercyOne Dubuque Medical Center supports a shared leadership philosophy and encourages nursing staff to demonstrate accountability for their own practice.  Therefore, the nursing organization reflects a flat structure. The Clinical Director reports to the Vice President of Patient Care Services/CNO, who, in turn reports to the Chief Executive Officer.

ESSENTIAL FUNCTIONS:
Personally, adheres to and holds staff accountable to the principles of caring and expected behaviors outlined in Mercy Medical Center's Model of Caring and Trinity Health's Code of Conduct, fostering a climate where all customers are treated in a manner consistent with Mercy Medical Center's Mission and Values. Maintains a working knowledge of applicable Federal, State, and local laws and regulations, Trinity Health’s Organizational Integrity Program, Standards of Conduct, as well as other policies and procedures in order to ensure adherence in a manner that reflects honest, ethical, and professional behavior. Performs other duties consistent with purpose of job as directed. Maintains a professional, collaborative work environment so as to foster a positive public image for Mercy Medical Center.  Knows and adheres to all laws and regulations pertaining to patient health, safety, and medical information (i.e., HIPAA, Stark, etc.) Provides leadership in knowledge synthesis, critical thinking, problem solving, managing conflict, and addressing ethical issues. Participates in nursing and organizational policy formulation and involves staff in decision-making. Accepts organizational accountability for services provided to patients and families in area(s) of accountability. Evaluates the quality and appropriateness of healthcare in area(s) of accountability. Coordinates nursing care with other healthcare disciplines and assists in integrating services across the continuum of health care. Participates in the recruitment, selection, and retention of personnel, including staff members representative of the population diversity as possible. Assesses the impact of plans and strategies to address such issues as:

•    Ethnic, cultural and diversity changes in the population
•    Political and social influences
•    Financial and economic issues
•    The aging of society and demographic trends
•    Ethical issues related to healthcare.
•    Environmental influences on health.

Assumes oversight for staffing and scheduling personnel.  Assignments reflect appropriate utilization of staff members, considering scope of practice, competencies, patient needs, and complexity of care. Ensures appropriate orientation for new staff and provides individual feedback on development and progress for all colleagues. Encourages staff members to attain education, credentialing, and continuing professional development and increases the educational preparation of the nursing workforce in areas of responsibility. Provides guidance for and supervision of personnel and evaluates performance in a fair and transparent manner, consistent with Just Culture framework. Develops, implements, and monitors the budget in defined areas of responsibility. Facilitates the conduct, dissemination, and utilization of research to create evidence-based nursing in areas of responsibility. Supports outcome measurement and evidence-based practice. Provides and/or facilitates educational experiences for nursing and other students. Ensures accountability for professional practice in defined clinical service areas consistent with the Mercy RN Professional Practice Model and ANA Standards of Professional Performance. Provides a work environment that is physically, emotionally, and psychologically safe for colleagues to practice. Provides an open forum of communication with staff, allowing them ample opportunities to discuss issues and seek guidance.  Is responsive to expressed needs of staff. Understands and complies with state and federal laws concerning the healthcare services and practices they oversee and complies with all organizational regulations and policies. Stays current on standards/guidelines that affect area(s) of responsibility and promotes implementation of practices that improve processes and outcomes. Participates in/leads the development of innovative clinical and professional improvement initiatives in areas of accountability, across the nursing organization and within Mercy Medical Center as a whole. Evaluates and revises systems and processes that achieve nurse-sensitive patient-, client-, or family-centered outcomes. Serves as a change agent, assisting all staff in understanding the importance, necessity, impact, and process of change. Serves as a professional role model and mentor to staff; provides leadership by example. Assures nurse participation in shared governance in defined area(s) of service. Contributes to the development, implementation and monitoring of Patient Care Services and departmental goals, in order to advance the organization’s mission and nursing vision. PHYSICAL AND MENTAL REQUIREMENTS AND WORKING CONDITIONS:
In an eight-hour day, the Clinical Director must be able to sit for 3 ½ hours, stand for 3 ½ hours, and walk for 1 hour. Requires occasional bending/stooping (6-10% of work time). Requires occasional carrying or lifting of objects weighing up to 35 lbs. Requires use of hands for actions such as typing, simple grasping, fine manipulation, and repetitive actions. Requires the ability to frequently respond to multiple demands and priorities. Has potential for exposure to infectious diseases, hazardous waste, and chemicals. Requires visual acuity, the ability to speak and the ability to hear speech.

MINIMUM QUALIFICATIONS

(EDUCATION, LICENSURE, CERTIFICATION, AND EXPERIENCE REQUIRED):

Bachelor of Science (BSN) degree required. Master of Science in Nursing (MSN) degree required within 4 years of hire.  The Clinical Director must hold an active license to practice nursing in the State of Iowa. Professional certification in nursing administration or other relevant management or applicable specialties.  The Clinical Director will have clinical nursing experience and 3 – 5 years’ experience in a nursing administrative/leadership role.   Member of an applicable professional nursing organization and seeks continuing education and professional development opportunities for lifelong learning. Child and Dependent Adult Abuse Mandatory Reporter Training is required within 6 months of hire and every 3 years thereafter. Basic Life Support Certification (BLS) will be required within 30 days of hire and every 2 years thereof.
