Position Summary

GENERAL SUMMARY: Perform laboratory and field tests to monitor the environment and investigate sources of pollution, including those that affect health, under the direction of the Laboratory Supervisor, and in collaboration with other staff; collect samples of gases, soil, water, and other materials for testing; perform standard chemical, biological and bacteriological laboratory testing procedures associated with the analysis of water and wastewater; supporting the City’s compliance with the federal Clean Water Act; and perform other duties as assigned.

DISTINGUISHING FEATURES OF THE CLASS: The employee in this class performs standard chemical, biological and bacteriological laboratory tests and procedures associated with the operation of the water and wastewater treatment facilities, and in monitoring potable and recreational water. Work is subject to general supervision by the Laboratory Supervisor and is reviewed by observation of results and analysis of work reports.

Job Duties

JOB DUTIES: 

  • Perform standard chemical, biological and bacteriological tests associated with the analysis of water and wastewater and potable and recreational water including, but not limited to, B.O.D., C.O.D., total and suspended solids, D.O., specific ion analysis (TKN, NH3, Fl, pH, PO4, Fe, Ca), alkalinity, hardness, bacteria plating and total coliforms and e. coli.
  • Prepare primary standards.
  • Collect and transport water and wastewater samples daily.
  •  Assemble and prepare laboratory instruments, equipment, solutions, and media routinely used in laboratory analysis.
  • Operate laboratory equipment and conduct laboratory tests.
  • Interpret, evaluate, and maintain test results and records, prepare data sheets, and assist in the preparation of reports.
  • Clean and maintain laboratory equipment and perform custodial duties in the laboratory.
  • Install, maintain, and repair samplers and associated flow measuring equipment in sanitary sewers and industrial locations as required for implementation and maintenance of an industrial pretreatment program.
  •  Assist in ordering and maintaining an inventory of supplies and equipment; and in the implementation of the City of Dubuque’s Industrial Pretreatment Program.
  •  Respond to resident questions and service requests.
  • Participate in the city’s intercultural competency training and program.

KNOWLEDGE, SKILLS, AND ABILITIES:

  •      Chemistry - Knowledge of the chemical composition, structure, and properties of substances and of the chemical processes and transformations that they undergo which includes uses of chemicals and their interactions, danger signs, production techniques, and disposal methods associated with wastewater treatment.
  •      Biology and Microbiology - Knowledge of plant and animal organisms, their tissues, cells, functions, interdependencies, and interactions with each other and the environment.
  •      Mathematics - Knowledge of intermediate algebra and the applications.
  •      Customer Service - Knowledge of principles and processes for providing customer and personal services which includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  •      Engineering and Computer Technology - Knowledge of the practical application of engineering science and technology which includes applying hydraulic principles, techniques, procedures, and equipment. Knowledge of the use of computers and computer programs.
  •      Quality Control Analysis – Routine and special testing.
  •      Active Listening and Communication – Communicating by speaking and/or writing clearly in addition to listening to others, not interrupting, and asking good questions.
  •      Critical Thinking and Complex Problem Solving - Thinking about the pros and cons of different ways to solve a problem.
  •      Deductive and Inductive Reasoning

Qualifications

MINIMUM QUALIFICATIONS:

  • Associate’s degree in environmental Science, sanitation, chemistry, biology or related field;
  • Or any equivalent combination of experience and training.
  • Possession of, or ability to obtain, a valid state Driver’s License by start date.

PREFERRED QUALIFICATIONS:

  • Bachelor’s degree or higher from an accredited college or university with major coursework in environmental or sanitary engineering, chemistry, biology, or related field.
  • Experience performing chemical and bacteriological analysis and examination of water and wastewater.

Supplemental Information

PHYSICAL WORKING CONDITIONS, DEMANDS AND ENVIRONMENT: Work duties require occasional ascending or descending stairs, ramps, and the like; moving about to accomplish tasks; communicating with others to exchange information; repeating motions that may include the wrists, hands and/or fingers; operating motor vehicles; assessing the accuracy, neatness and thoroughness of the work assigned; and performing routine light work that includes moving objects up to 20 pounds. Work duties require occasionally working in low or high temperatures, outdoor elements such as precipitation and wind, noisy environments; potentially hazardous conditions, and small and/or enclosed spaces.

SUPERVISORY STATUS: None 

RESIDENCY REQUIREMENT: Employee shall establish their principal place of residence within fifty (50) miles of the corporate limits of the city of Dubuque as soon as practicable after appointment, but within two years of appointment.
