Job Overview

Basic Function:

· Provide administrative oversight of the grades 6-12 programs in accordance with state department of education and district’s directives, standards and goals.

· Program supervision authority over grades 6-12 programming and design and delegate work to the support structures within the district necessary to maintain and raise student achievement.

· Plan, coordinate and supervise professional learning programs for secondary educators such as curriculum, instruction, and assessment to enhance professional growth and student achievement.

Required Licensure and Experience:

· State of Iowa Professional Administrator’s License

· Minimum three years administrative experience

· Experience as a secondary principal or acceptable alternative

Performance Responsibilities:

· Develop and implement standards of performance for secondary schools and secondary school principals.

· Supervise and evaluate secondary school principals in collaboration with the superintendent.

· Supervise the implementation of the administrative individual professional development plans with secondary principals.

· Supervise educational support team members and mentors in the area of secondary education.

· Implement board directives and policies for curriculum and instruction in secondary schools.

· Oversee the development of the secondary and post-secondary curriculum.

· Facilitate secondary business and discussion meetings, as well as other meetings as requested.

· Participate in board activities and committees centering on secondary instructional issues including, but not limited to, D/SILT, and educational program staff meetings.

· Direct secondary schools in the delivery of instructional program, student and staff policies, instructional day and instructional calendar.

· Direct secondary schools in the assessment program of the district.

· Make recommendation to the Finance and/or Human Resource office on resource allocation for schools including operational budgets and staffing.

· Direct secondary professional learning activities, including teacher leadership development.

· Conduct ongoing needs assessment for professional learning for secondary employees.

· Plan a yearly staff development program in conjunction with the Director of Elementary Education.

· Review and prioritize with the Executive Council district staff development funding requests.

· Support planning for the district wide new professional mentoring program in conjunction with the Director of Elementary Education. Work with the Human Resource Director on mentoring for new secondary administrators and teachers.

· Coordinate a plan for a district wide collaborative teaching model using the Iowa Professional Development Model in conjunction with the Director of Elementary Education.

· Work with secondary principals to coordinate building in-service needs.

· Act as a communication link between DCSD and the community on all areas related to the secondary educational program.

· Assist in developing long range and annual improvement goals to meet state and federal requirements.

· Manage assigned district budgets.

· Oversee Title Funding with the Department of Education

· Other duties as assigned.

Terms of Employment:

· Twelve month contract. Salary based on education and experience. An attractive fringe benefit package is included.

About the Company

The Dubuque Community School District reorganized in the early 1960's with the surrounding rural area and now serves a population of over 70,000. Presently, we have a student enrollment of approximately 10,120 students. A total staff of 2,522 employees (including 959 certified teachers, counselors and nurses) is presently employed by the Dubuque Community School District. The geographical area the Dubuque District serves is over 245 square miles and the District provides school bus transportation approximately 5,000 students each day.

Eighteen school buildings are utilized to house our educational program: two high schools, one alternative learning center, three middle schools, and twelve K-5 elementary schools. Other facilities are provided for transportation, maintenance, cafeteria, and administration.

Dubuque Public Schools provide a basic curriculum designed to meet the educational needs of children. Special programs include Title I, Learning Resource Services, Special Education, Talented and Gifted, and At-Risk.
