Substance Abuse Services Center (SASC) was incorporated in 1975 as a nonprofit organization with the mission of providing prevention and treatment services to individuals and families experiencing problems related to alcohol abuse, drug abuse, or problem gambling behaviors. The agency operates under the licensing arm of the Iowa Department of Public Health. Operating funds come from a variety of sources including:

  • Federal and state drug treatment dollars distributed through and regulated by the Iowa Department of Public Health
  • State gambling prevention and treatment dollars distributed through and regulated by the Iowa Gambling Treatment Program
  • Client fees (based on a sliding fee scale) and third party reimbursements
  • Treatment contracts with other agencies including the Iowa Department of Correctional Services, Federal Probation, and the Federal Bureau of Prisons
  • United Way funds
  • Grants
  • Drug-free school contracts

    SASC employs thirty-two people, with 70% classified as professional staff members.

 

Outpatient substance abuse treatment services are provided in Dubuque and Delaware counties. Outpatient gambling prevention and treatment services are provided in 10 Northeast Iowa counties including Allamakee, Clayton,Delaware, Dubuque, Fayette, Howard, Jackson, Jones, Linn, and Winneshieck.  On-campus services are also provided at high schools and junior high schools in its service area.

SASC conducts OWI assessments and Driving Unimpaired Classes in conjunction with the Iowa Departments of Public Health, Education, and Transportation.
