Job Overview
General Definition of Work:
Performs complex professional and administrative work overseeing the road and bridge construction and maintenance, storm drainage, snow and ice control, equipment maintenance and engineering operations.
Work is performed under the general supervision of the County Board of Supervisors.
Supervision is exercised over all department personnel.
Examples Of Duties:
- Plans, organizes and directs the activities of all divisions including roadway, bridge and drainage maintenance, equipment maintenance and engineering.
- Provides information to the Board in the selection of private contractors for services.
- Advises Board of Supervisors on constructing and maintaining County roads, bridges and drainage.
- Compiles annual Secondary Road Construction Program information for consideration by the Board.
- Prepares annual report to the Department of Transportation indicating progress of approved projects.
- Acts as liaison between the Board of Supervisors and field and office operations of the department.
- Makes field inspections of public works projects to ascertain status.
- Recommends operating policies and procedures.
- Handles correspondence, prepares a wide variety of reports on departmental activities as requested.
- Supervises, schedules, trains, and directs the work of employees; participates in the interview and selection processes and may make employment decisions; evaluates employee performance and recommends corrective action.
- Receives citizen inquiries or complaints and resolves problems within broad parameters of authority.
- Oversees the preparation of department operating and capital budgets and monitors expenditures.
- Prepares various reports on activities and operations.
- Performs related tasks as required.
Qualifications:
Bachelors of Science degree in civil engineering or related field and five years of experience in the public works field.
Licensed professional engineer in the State of Iowa per the Code of Iowa.
Registration as a Land Surveyor in Iowa is preferred.
Must possess a valid driver's license and maintain throughout duration of employment.
Must pass the prescribed pre-employment physical and criminal background check.
Knowledge, Skills, and Abilities:
Comprehensive knowledge of:
Principles and practices of civil engineering.
Public works administration, planning and design.
Ability to:
Review and analyze plans and specifications for the construction of public facilities.
Formulate comprehensive operational policies and procedures.
Prepare technical reports.
Supervise the work of a large staff.
Establish and maintain effective working relationships with County officials, other public officials, employees, contractors and the general public.
Physical, Mental, and Environmental Requirements:
Ability to lift a minimum of 25 pounds, ability to climb steps, ability to squat, stoop, ability to be on feet for a minimum of one hour, ability to sit in the same position for extended period of time. Ability to reach above head, ability to withstand extremes of temperature, all with or without reasonable accommodation.
