Job Overview
The Facilities Manager is responsible for the maintenance of building and grounds under the direction of Dubuque County Hospital board of Trustees /Dubuque County Board of Supervisors.
Essential Functions and Responsibilities
The following duties are primarily performed and are essential for this position. Employees are expected to be able to perform each of these job duties satisfactorily and successfully to be qualified for the position. Other duties may be required and assigned.
Contracted work / Project Management:
Oversees work being done by outside contractors and vendors.
Purchasing Scheduling:
Responsible for ordering and suppling parts. Schedules all repairs on vehicles, machinery, medical equipment, keeping track of inventory.
Director of Maintenance:
Directs the Maintenance Department work force and manages a budget from Hospital Board of Trustees /Dubuque County Board of Supervisors. Participates in management meetings and budget planning.
Finances. Bids, Quotes, Payroll:
Pays invoices. Purchases and prepares bills and quotes for monthly budget meetings. Providing information about compliance issues. Reviews timecards of department in payroll system; verifies total hours on spreadsheet to send to county personnel office.
Documentation /Inspections:
Provides annual and quarterly documentation for state, federal, city inspections as required by Medicare /Medicaid, state fire Marshall or whoever has Jurisdiction of authority.
Preventive Maintenance Programs:
Responsible for implementing and writing PMP to track work orders and assets.
Facility Operations:
Responsible for the compliance of back flows, sprinklers, fire alarm systems, boilers, nurse call, laundry and kitchen equipment, security and BAC net of HVAC, building emergency generator inspections.
General Knowledge:
Responsible for the general knowledge of plumbing, electrical, HVAC, blueprints, boilers, kitchen equipment, laundry equipment, tractors and lawnmowers, building generator, power hand tools, telephone systems, and elevators.
Power and Hand Tools:
Operates and repairs all power hand tools, saws, welder, electric meters, wheelchair repairs.
Training:
Provides education to employees and staff when purchasing new equipment. Monthly Fire drills for every shift.
Minimum Education Qualifications
Education and/or Experience Requirements:
- Four years of technical experience and/or education directly related to facilities management.
Licenses, Certifications, and Other Requirements:
- Must possess a valid driver’s license and maintain throughout duration of employment. Motor vehicle record must be free of moving violations/convictions for three years.
- Two years or more of supervisory experience preferred.
- Two years of experience in electrical (single phase and 3 phase) and HVAC systems is preferred.
Minimum Knowledge, Skills, and Abilities Qualifications
Thorough knowledge of;
- Methods, materials, tools, and equipment used in general plant maintenance and repair.
- Occupational hazards and safety precautions of the work.
- Computer programs including Microsoft Word, Microsoft Excel and Microsoft Outlook
Ability to:
- Prepare cost estimates and monitor expenditures.
- Establish and maintain effective working relationships with other department heads and employees.
- Prepare plans, specifications, and detailed reports.
- Plan and supervise the work of subordinate personnel and volunteers.
Physical Requirements
- Vision abilities required by this job including close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
- Effective verbal speaking and hearing abilities are needed to handle communications with staff, residents, and others.
- Requires pushing, pulling, and lifting up to 25 pounds regularly and up to 50 pounds occasionally with assistance.
- Requires standing most of the time to perform work responsibilities with regular walking between locations.
- Requires ability to walk steps, reaching, squatting, stooping, bending, and sitting, pushing, pulling, twisting, gripping and apply physical intervention holds.
Work Environment
- Work is primarily indoors, with exposure to outside weather and conditions.
- Exposure to chemicals from cleaning compounds and exposure to bodily fluids require the use of personal protective equipment to safe guard against potential biological and chemical hazards.
- Some exposure to slippery surfaces when floors are wet.
