Job Overview

Job Goal:  To manage the operation and maintenance of all buildings and site properties of the Dubuque Community School District.

Qualifications:  This position requires knowledge of applicable state and local building, safety and health codes and regulations as applied to building trades, grounds and custodial operations; experience with management and supervision; collective bargaining agreements related to maintenance and custodial operations; laws, rules, regulations and procedures of the Iowa construction bidding process affecting the construction, maintenance and repair of district facilities; laws and regulations pertaining to the hiring of architects, contractors and outside consulting firms affecting the construction, maintenance and repair of District facilities; laws, regulations and procedures pertaining to state bidding process.

Experience:  Five years of management or supervisory experience in large construction projects preferred. Sufficient training and/or education to demonstrate the knowledge and abilities under position responsibilities.

Position Responsibilities:

  • Assist the energy management staff to insure maximum energy efficiency and proper and continuous operation of systems
  • Perform periodic surveys and visits of all facilities to develop annual and long-range plans for facility needs
  • Attend and report at monthly board subcommittee Facility/Support Services meetings and Board of Education meetings
  • Recommend renovation projects, including the preparation of specifications, development of project timeline and assist in the preparation of drawings with Architects
  • Prepare reports to provide information needed to make decisions on major maintenance projects
  • Respond to emergency situations to insure the facilities are available as scheduled for use by students, staff and public
  • Work with the DNR regarding underground tank storage, geo discharge permits, wastewater lagoons and water well permits
  • Supervise and develop training and in-service programs for all department personnel
  • Report to the Chief Financial Officer directly, Superintendent and the Board of Education as requested
  • Budget and plan the annual $ 2,000,000 allocation of Property, Plant and Equipment Levy (PPEL) funds for eligible District repairs and maintenance
  • Budget and plan the annual Buildings and Grounds Department budget allocation
  • Identify needs, prepare budget and control expenditures for custodial supplies
  • Develop a basic understanding of school funding
  • Join and participate in state job-alike organizations
  • Consult with individual building administrators on special custodial needs or facility issues
  • Monitor District compliance with Occupational Safety and Health Administration (OSHA), Department of Natural Resources regulatory requirements, and Fire Safety regulations.
  • Maintain the District long-term Facilities Plan with specific detail for the upcoming 10 years
  • Maintain the Iowa Department of Education database on District facilities
  • Perform other duties as required or assigned
  • Demonstrate a commitment to the multicultural gender fair policies and practices.
  • Must be able to work irregular hours (nights, weekends, early mornings, holidays) when necessary

Terms of Employment:  Twelve-month contract.  Salary: competitive and commensurate with education and experience.  An attractive fringe benefit package is included.

About the Company

The Dubuque Community School District reorganized in the early 1960's with the surrounding rural area and now serves a population of over 70,000. Presently, we have a student enrollment of approximately 10,120 students. A total staff of 2,522 employees (including 959 certified teachers, counselors and nurses) is presently employed by the Dubuque Community School District. The geographical area the Dubuque District serves is over 245 square miles and the District provides school bus transportation approximately 5,000 students each day.

Eighteen school buildings are utilized to house our educational program: two high schools, one alternative learning center, three middle schools, and twelve K-5 elementary schools. Other facilities are provided for transportation, maintenance, cafeteria, and administration.

Dubuque Public Schools provide a basic curriculum designed to meet the educational needs of children. Special programs include Title I, Learning Resource Services, Special Education, Talented and Gifted, and At-Risk.
