Human Resource Manager
Advance Pump & Equipment, Inc. is seeking a Human Resource Manager to join our team in Peosta, IA (near the Dubuque Fairgrounds).
This role is responsible for the day-to-day execution of HR operations, including payroll, employee records, policy administration, and recruitment. We are looking for someone who is organized, accurate, and consistent, while also being comfortable working directly with employees in a production environment.
This is a hands-on role best suited for someone who prefers a structured work environment, takes ownership of their responsibilities, and takes pride in accuracy, consistency, and follow-through, while communicating clearly and confidently with employees at all levels.
Position Summary
Human Resource Manager will manage core HR responsibilities + Payroll with a focus on accuracy, compliance, and consistency. This position plays a key role in maintaining structure across the organization while also supporting, recruiting and maintaining employee engagement in a practical, professional way.
Key Responsibilities
Payroll & HR Administration
- Process and manage payroll accurately and on schedule
- Maintain employee timekeeping and ensure proper coding and approvals
- Administer employee time-off tracking and ensure alignment with company policy
- Maintain accurate and up-to-date employee records and HR documentation
- Support benefits administration and respond to employee questions
- Ensure HR processes are followed consistently across all departments
Compliance, Safety & Risk Management
- Maintain DOT driver qualification files and manage DOT compliance requirements
- Coordinate with third-party consortiums and ensure FMCSA updates and filings are completed accurately and on time
- Administer worker’s compensation claims and coordinate with insurance providers and supervisors
- Support and partner with the Safety Coordinator and actively participate as part of the safety team
- Assist in maintaining compliance with safety programs, reporting, and documentation
Policy Enforcement & Compliance
- Uphold and apply company policies consistently and fairly
- Support supervisors with attendance, disciplinary actions, and documentation
- Ensure compliance with company policies and applicable employment regulations
- Assist in maintaining and updating HR policies, procedures, and forms
Recruitment & Workforce Support
- Lead recruiting efforts including job postings, applicant screening, and interview coordination
- Build and maintain a steady pipeline of qualified candidates
- Represent the company at job fairs, schools, and community events
- Coordinate onboarding and ensure new hires are set up for success from day one
Employee Interaction & Support
- Serve as a direct and approachable point of contact for employees
- Communicate clearly and professionally with both production and office staff
- Support a positive, respectful workplace
- Be present in the shop and office to stay connected with employees and operations
- Uphold and reinforce company values through consistent, professional interactions with employees
Education & Experience
- Associate degree required; Bachelor’s degree preferred
- 2–5 years of HR and/or payroll experience required, HR Manager experience preferred
- Experience with payroll systems and timekeeping required
- Experience in a manufacturing or production environment preferred
- Experience with HRIS or ERP systems is a plus

Position Details
- Position Type: Full-Time Salary
- Compensation: $65,000 – $75,000 (based on experience and education)
- Location: Peosta, IA (Near the Dubuque Fairgrounds)
