Job Overview
Dubuque County Assessor's Office is accepting applications for the Deputy Assessor, who works with the Dubuque County Assessor, along with the appraisal and clerical staffs, in all aspects of the assessment process. The Deputy works in both a supervisorial and a production role, which includes administrative duties along with fieldwork responsibilities. This is a full-time salaried position and is not part of the collective-bargaining union that represents non-management staff in the office. Salary range $68,900 to $90,100 (increase in July) based on experience and qualifications. Office hours are Monday to Friday, 8 a.m. to 4:30 p.m. (37.5 hr/wk) but may not reflect actual working hours during high workload periods.
DUTIES:
Assist with setting, maintaining, and verifying values for all classifications of properties.
Assist with administrative duties including, but not limited to, DOVs, credits, and exemptions.
Collaborative supervision with Assessor of a team-oriented office of (3) clerical & (3) appraisal members.
Assist with compliance of all federal, state, and local laws and policies.
Assist in setting, reviewing, and implementing office policies including ongoing in-house reappraisal
Other duties as needed and assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
Established appraisal skills, ideally in the realm of Commercial appraisal; experience with Vanguard, Beacon Schneider, Sidwell, and ESRI (ArcMap/ArcPro) software desired but not required.
Established admin skills, including familiarity with the DOV process, Abstract and Reconciliation, credit and exemption processing; experience with Tyler Tax software desired, but not required.
Ability to communicate (orally, written) effectively and positively with both the public and staff.
Must have the ability to do detailed work with a very high degree of accuracy, as well as the ability to plan, organize, and work independently.
Must have a valid motor vehicle operator’s license and a reliable automobile with state-mandated insurance coverage.
EDUCATION AND EXPERIENCE:
High School graduation or GED is required, post-high school degree desired. Applicant must be on the Department of Revenue’s list of those eligible for Deputy Assessor or Assessor positions prior to accepting position. Possession of, or working towards, ICA Designation or IAAO Designations strongly desired.
