Job Overview
Performs complex grant applications and submissions as well as grant reporting. Maintains yearly training, continuing education (CEUs), and certifications to perform water sampling. Must be knowledgeable of Public Health (PH) issues, including seeking and executing PH grants and maintain state required certifications. Additionally, must maintain all department memberships on an annual basis.
Limited supervision may be exercised over subordinate personnel in the absence of the Executive Director.
Examples of Duties
- Must follow-up on public health complaints and take corrective action if needed;
- Responsible for Grant Applications and Submissions and be knowledgeable of the State of Iowa IowaGrants.gov System;
- Must maintain and provide documentation for yearly State audits of Environmental and Public Health Grants and must be present for State audits as required;
- Must be certified in all FEMA required and Advanced Incident Command Education Seminars as required by Homeland Security;
- Must be available 24/7 to respond to Health Alert Network (HAN) alerts via computer and mobile devices as outlined by Homeland Security
- Must enforce county ordinances that relate to the Health Department;
- Assists the Executive Director and Board of Health (BOH) Finance Committee with the yearly Health Department budgeting and submits the approved annual budget on behalf of the BOH. Submits amendments to the BOH budget throughout the year as needed;
- Is responsible for completing Payroll for all Health Department employees and must be knowledgeable of the Tyler Electronic Payroll System
- Serves as fiscal agent for all Department grants and coordinates with staff and subcontractors to obtain monthly reports from all grants and services;
- Must attend State and Local Meetings as required;
- May act as Board of Health Secretary and must attend BOH Meetings and take directives issued by BOH;
- Works closely with the Board of Health and Public Health Subcontracting Agencies;
- Must serve as back up as needed for Executive Director;
- Must be certified in water testing within the first 6 months of employment (Mandated by State of Iowa);
- Must be proficient with all State electronic water reporting programs and grant reporting programs and complete required State Training;
Issue Well and Septic Permits and must be knowledgeable regarding the permitting process; - Review and sign plats as needed;
Minimum Qualifications
Bachelor’s degree or higher in public health, health administration or other applicable field from an accredited college or university or equivalent experience. Experience in finance and management is preferred.
Must hold certifications in lab and water testing and Homeland Security as required by State of Iowa and Homeland Security within six months of employment. Must be proficient in State Computer Programs for mandated State and Federal reporting guidelines within six months of employment.
Must possess a valid driver’s license. Must possess certifications as required by State of Iowa and Homeland Security. Must attend required State and Federal Training Seminars which may require use of personal vehicle for official business and possess appropriate auto liability insurance. Criminal history background check will be required.

The successful candidate must be able to lift a minimum of 20 pounds, to climb stairs, to squat and stoop, to be on his or her feet for a minimum of one hour, to sit in the same position for extended periods of time, and to reach above the head all with or without reasonable accommodation.
