POSITION SUMMARY

Plan, direct, and coordinate human resource management activities of the College to maximize the strategic use of human resources and maintain functions such as employee compensation, recruitment, benefits, personnel policies, and regulatory compliance.

ESSENTIAL FUNCTIONS

Essential Functions Statement(s)

  • Manage recruiting, compensation, benefits and staff relations.
  • Prepare and follow budgets for personnel operations.

Recruiting and Planning:

  • Identify staff vacancies and facilitate recruitment, interviewing, and selection of applicants.
  • Plan and manage recruiting budget.
  • Overview Benefits & Compensation with candidates.
  • Advise Search Committees.
  • Prepare personnel forecast to project employment needs.

Compensation:

  • Analyze and modify compensation policies to establish competitive programs and ensure compliance with legal requirements. Oversee the evaluation, classification and rating of occupations and job positions.
  • Benchmark salaries for recruiting and planning strategies.
  • Complete salary surveys.

On-Boarding New Employees:

  • Provide current and prospective employees with information about policies, job duties, working conditions, wages, opportunities for promotion and employee benefits.
  • Plan and conduct new employee orientation to foster positive attitude toward organizational objectives.

Benefits Administration:

  • Analyze and modify benefits policies to establish competitive programs and ensure compliance with legal requirements and increase the quality of life for employees by working with brokers and researching benefit issues.
  • Design, evaluate and modify benefit policies to ensure that programs are current, competitive and in compliance with legal requirements.
  • Chair the College's Policy & Benefits Committee, which is advisory to the HR Director, and provide them with the knowledge needed to make well-considered recommendations regarding changes in policies and benefits.
  • Mediate between benefit providers and employees, such as by assisting in handling employees' benefits-related questions or taking suggestions.
  • Oversee the tuition remission and tuition exchange scholarship programs.
  • Oversee the workers' compensation program.

Compliance:

  • Fulfill all reporting requirements of all relevant governmental rules and regulations, including the Employee Retirement Income Security Act (ERISA), Family Medical Leave Act (FMLA), etc. Advise managers on organizational policy matters such as equal employment opportunity and sexual harassment, and then recommend needed changes.
  • Maintain records and compile statistical reports concerning personnel-related data such as hires, transfers, performance appraisals, and absenteeism rates.
  • Represent organization at personnel-related hearings and investigations.
  • Responsible for completion of annual retirement plan audit.
  • Responsible for annual 5500 tax filings for all benefit plans.

Staff Relations:

  • Perform difficult staffing duties, including dealing with understaffing, refereeing disputes, firing employees, and administering disciplinary procedures.
  • Serve as a link between management and employees by handling questions, interpreting and administering contracts and helping resolve work-related problems.
  • Plan, direct, supervise, and coordinate work activities of subordinates and staff relating to employment, compensation, labor relations, and employee relations.
  • Plan, organize, direct, control or coordinate the personnel, training, or labor relations activities of the College.
  • Conduct exit interviews to identify reasons for employee termination.
  • Provide terminated employees with outplacement or relocation assistance, as appropriate.

Human Resource Policy:

  • Analyze statistical data and reports to identify and determine causes of personnel problems and develop recommendations for improvement of organization's personnel policies and practices.
  • Study legislation to assess industry trends. Ensure compliance with all Federal, State and Local governments.
  • Develop or administer special projects in areas such as pay equity, wellness programs, day-care, and employee awards.

SKILLS & ABILITIES

Education: Bachelor's Degree in Business, Human Resources, Organizational Development or related area required. Master's degree preferred.

Experience: At least five years of relevant experience as Director of Human Resources required.

Computer Skills: Advanced knowledge of Microsoft Office, and database software required. Datatel experience is preferred.

Mathias Loras, first Bishop of Dubuque, who established St. Raphael Seminary to educate young men for the priesthood, but with the expressed intention also of providing an opportunity for higher education to the citizens of the area.
