GENERAL STATEMENT OF DUTIES: Under the general direction of the City Manager, Manages the operation and maintenance of the Dubuque Water & Resource Recovery Center (W&RRC) and its associated lift stations and the environmental monitoring laboratory; performs related work as required.

DISTINGUSHING FEATURES OF THE CLASS: This is responsible technical and administrative work in planning, directing and coordinating the operation and maintenance of the municipal water pollution control plant and its associated lift stations and the environmental monitoring laboratory. Work involves responsibility for planning, organizing, assigning, and reviewing the work of employees. The ideal candidate possesses the ability to follow a management philosophy that is input oriented and values problem solving and the development of partnerships; the ability to work effectively as a member of a team or individually; and the desire to be part of an organization that values service, people, integrity, responsibility, innovation, and teamwork.

JOB DUTIES:

  • Plans, organizes, supervises, and inspects the work of employees engaged in the operation and maintenance of the water pollution control pumping and treatment systems and environmental monitoring laboratory;
  • Manages the development and implementation of the W&RRC department goals, objectives, policies and priorities for each assigned service area.
  • Manages, prepares, and reviews annual capital and operating budget recommendations, including the establishment of annual rate structures, and reviews throughout the year for compliance, as needed.
  • Develops long-range plans and work plans for the management of the W&RRC and its associated facilities; supervises design modifications to the W&RRC and its associated facilities
  • Ability to review operational data and make data-driven improvements and decisions to improve service level while maintaining fiscal responsibility.
  • Oversees the provision of chemical, biological and bacterial analysis and sampling services to the Water & Resource Recovery Center Water Department, Dubuque Metropolitan Areas Solid Waste Agency Landfill, industrial pretreatment program, Fats Oils and Grease (FOG) program and private water monitoring;
  • Administers the industrial pretreatment program and FOG program;
  • Actively engages in maximizing the potential of the anaerobic digester by marketing the ability of the W&RRC to receive High Strength Waste (HSW) and/or Food Residuals for the generation of additional methane and revenue for the W&RRC;
  • Develops policies and procedures designed to increase the efficiency and effectiveness of Department operations and addresses infrastructure needs within the City of Dubuque.
  • Actively participates in City of Dubuque and community efforts to support sustainability and community resiliency.
  • Establishes and maintains effective working relationships with City employees, municipal officials, commissions, committees, business and community groups, developers, investors, builders, other city, county, state and federal department/agencies, representatives of the media and the general public.
  • Provides guidance on project processes and interfaces with senior City officials, but not limited to: the Mayor, City Council, neighborhood associations and businesses under the direction of the City Manager through various forms of communication.
  • Represents W&RRC in meetings on development project issues with other City staff and/or developers, investors, and builders.
  • Reviews and approves monthly operating reports and 503 Bio-Solids reports.
  • Fields resident inquiries regarding infrastructure maintenance plans and WRRC operations, plans, and policies.
  • Directs the selection, orientation, training, performance management, wage administration, and discipline of employees in the W&RRC in accordance with City and departmental policies.
  • Ensures that all work performed in W&RRC Department meets the City’s standards for customer service, accuracy, quality, and efficiency.
  • Directs development of management reporting and control systems and processes to provide for the efficient operation of the department and compliance with all regulatory agencies.
  • Performs other duties and responsibilities as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:  

  • Water Resource & Recovery Industry:  Considerable knowledge of the materials, methods and practices related to the operation and maintenance of a Water Pollution Control Facility and its associated facilities including the Anaerobic Digestion Process, Activated Sludge, Supervisory Control And Data Acquisition(SCADA), and Programmable Logic Controllers(PLC); considerable knowledge of the safety requirements related to the activities of the department; considerable knowledge of recent developments, current literature and sources of information in the water pollution control field; considerable knowledge of land application (503) rules and other state and federal rules relating to the water pollution control industry; considerable knowledge of the occupational hazards and necessary safety precautions applicable to the activities of the department; knowledge of recordkeeping methods and practices;
  • Finance and Budgeting: Knowledge of alternative service level (modified zero base) budgeting systems and performance-based evaluation systems; knowledge of the methods and techniques of preparing a multi-year capital improvement program budget; knowledge of organizational development concepts, techniques and philosophies;
  • Critical Thinking and Complex Problem Solving:  Ability to make decisions recognizing established practices and use resourcefulness and tact in solving problems; ability to perform a variety of tasks without close supervision;
  • Customer and Personal Service: Knowledge of principles and processes for providing customer and personal services which includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction and the ability to respond to customer inquiries in a courteous and professional manner;
  • Administrative and People Management:  Knowledge of business and management principles involved in strategic planning, resource allocation, human resources, leadership techniques, and coordination of people and resources.  Ability to supervise and coordinate the activities of employees; ability to plan and organize work for the accomplishment of objectives; ability to prepare clear, concise and accurate reports;
  • Collaboration and Relationships: Ability to establish and maintain effective working relationships with employees, city, state and federal officials, representatives of other agencies and the general public;
  • Communication:  Ability to interpret programs and policies to public and private groups and to the general public; ability to communicate clearly, both orally and in writing;
  • Leadership and Innovation: Ability to provide strong leadership to the department, challenge traditional ways of doing things and implement new and innovative ways of accomplishing department objectives; demonstrated ability to follow a management philosophy that is input oriented and values problem solving and the development of partnerships; demonstrated ability to work effectively as a member of a team; a desire to be part of an organization that values service, people, integrity, responsibility, innovation and teamwork.

MINIMUM QUALIFICATIONS: 

  • Minimum of five years progressive experience in the management of a water pollution control facility
  • Graduation from an accredited college or university with major coursework in environmental or sanitary engineering, chemistry, biology or related field, supplemented by coursework in business or public administration; or any equivalent combination of experience and training.
  • Proven track record of collaboration and engagement with stakeholders (including both internal and external customers).
  • Possession of and ability to maintain a valid Class C driver’s license.

PREFERRED QUALIFICATIONS:  

  • Three (3) – five (5) years of responsibility for general fiscal management, capital and operating budget management, and strategic planning.
  • Ten (10) years of related work experience, with 6-8 years in a management/supervisory capacity.
  • Demonstrated creativity and innovation in programs and processes.
  • Demonstrated ability to view operational services through an equity lens.
WORKING AND PHYSICAL CONDITIONS:
  • Extensive periods of sitting
  • Occasional periods of field environments; travel from site to site
  • Ability to lift, carry, push, and pull up to 20 pounds
  • Constant hearing, near sight acuity, concentration, and judgment
  • Frequent handling, talking, depth perception, color vision, and writing ability
  • Intermittent climbing, balancing, stooping, reaching, dexterity, far sight acuity, and field of vision
  • During occasional emergency situations, may be exposed to extreme weather and working conditions.

SUPERVISORY STATUS:  Administrative

RESIDENCY REQUIREMENT: Employee shall establish their principal place of residence within thirty (30) miles of the corporate limits of the city of Dubuque as soon as practicable after appointment, but within two years of appointment.
