Job Overview

GENERAL SUMMARY: Patrol assigned area, such as public parking lot or city streets to issue tickets for parking violations; enforce the City's parking regulations; answer inquiries from the general public; and perform other duties as assigned. DISTINGUISHING FEATURES OF THE CLASS: Work involves responsibility for patrolling an assigned area to enforce parking regulations either on foot or in a vehicle. Assignments are received from a supervisor through oral and written instructions; and work is reviewed through reports, conferences and results achieved.

Job Duties

- Use databases to locate investigation details or other information.
- Patrol for parking violations and to maintain safety.
- Issue warnings or citations.
- Testify as a witness at legal or legislative proceedings.
- Relay information about incidents or emergencies using phones or two-way radios.
- Communicate situation details to appropriate personnel.
- Monitor environmental conditions to detect hazards.
- Locate suspicious objects or vehicles.
- Train employees in proper work procedures.
- Inform the public about parking restrictions, policies, services or procedures.
- Maintain operational records.
- Assist motorists or pedestrians.
- Block physical access to restricted areas.
- Direct vehicle traffic around stalled vehicles and obstructions.
- Provide information and directions to the public.
- Report on malfunctioning meters.
- Prepare reports.
- Respond to questions and service requests.
- Participate in the City’s intercultural competency training program.
KNOWLEDGE, SKILLS AND ABILITIES:
- Public Safety and Security - Knowledge of relevant equipment, policies, ordinances, procedures, and strategies to promote effective local, state, or national security operations for the protection of people, data, property, and institutions.
- Speech Clarity and Expression - Communicating by speaking clearly.
- Ability to use hand held ticketing equipment, portable radios and body worn cameras.

Qualifications

WORKING CONDITIONS:
- Duties require ability to stand and walk for extended periods of time.
- Ability to work in weather extremes.
MINIMUM QUALIFICATIONS:
- Possession of a high school diploma or its equivalent.
- Possession of, or ability to obtain a state driver’s license.
PREFERRED QUALIFICATIONS:
- Clerical or customer service experience.

RESIDENCY REQUIREMENT: Employee shall establish their principal place of residence within fifty (50) miles of the corporate limits of the city of Dubuque as soon as practical after appointment, but within two years of appointment.
