The primary purpose of this position is to be responsible for greeting the public and overseeing the Tax & Finance Department (at the direction of the County Treasurer) and be the primary contact for any Tax & Finance related issues, questions, or requests.
Essential Functions and Responsibilities
The following duties are primarily performed and are essential for this position. Employees are expected to be able to perform each of these job duties satisfactorily and successfully to be qualified for the position. Other duties may be required and assigned.
• Manages the workflow of the Property Tax & Finance Division, including the collection of revenue, preparation and issuance of statements, licenses, certificates, issuance of checks for disbursement, distribution, and transmittal of funds, filing of claims, balancing of daily corrections.
• Prepares and maintains various records and reports including month end and year end reporting and balancing.
• Prepares bank reconciliations for all bank accounts for the Dubuque County Treasurer.
• Prepares county files for billing of property tax, mobile homes and special assessments.
• Apportions tax revenue to appropriate taxing bodies within the required timelines.
• Assists with the balance of tax and auto collections daily and updates the financial system.
• Update tax system with special assessments filed from the city clerks in Dubuque County.
• Updates and processes all state credits from the State of Iowa.
• Manage the annual tax sale, complete the registration of bidders, complete tax sale certificates and mail, issue checks to investors for redeemed tax certificates and create 1099’s for investors.
• Computes tax credits to assist eligible taxpayers, by taking numerical information, performing basic mathematical computations and completing tax credit forms.
• Determines new work procedures within the Tax & Finance role, based on changes occurring in administrative law and administrative policy; including being proactive in developing new workflows to become more efficient within the Treasurer Department.
• May be asked to instruct, train and help evaluate staff to assist the County Treasurer; assure county compliance to the Federal and State laws, County and departmental policies and procedures.
• Receives, processes, and resolves citizens’ complaints and problems.
• Assist customers at the counter, over the phone and through email with tax related issues, process tax payments and process miscellaneous receipts.
• Work closely with and support the Motor Vehicle Deputy in daily operations of the office, as directed by the County Treasurer.
• Any other duties as assigned by the County Treasurer.
Minimum Education Qualifications
Education and/or Experience Requirements:
· High School Diploma or GED.
· Minimum two (2) years’ experience in Accounting or Finance.
· Associate’s/ bachelor’s degree in accounting, Finance, or a related field preferred OR
· Any equivalent combination of education, experience, and/or training.

Minimum Knowledge, Skills, and Abilities Qualifications
In order to perform the functions and responsibilities of the position (listed above) the following knowledge, skills, and abilities are essential.
· Considerable knowledge of fiscal management, including bookkeeping procedures and techniques and the practices of cashiering.
· Considerable knowledge of the legal, administrative, and procedural regulations of the County Treasurer’s Office.
· Ability to promote and maintain good departmental and public relations.
· Ability to communicate effectively both verbally and in writing.
· Ability to establish and maintain effective working relationships with other County employees, associates, and the general public.
· Ability to deal timely and courteously with citizens under stressful situations.
· Ability to manage and supervise personnel within the County Treasurer’s office, at the direction of the County Treasurer

Physical Requirements
