POSITION PURPOSE:
Responsible for the operation of the Pharmacy Departments at owned and affiliated critical access hospitals. Reports to the Inpatient Pharmacy Supervisor and works with them to coordinate services to these owned/affiliated hospitals. Works with hospital and Pharmacy Director to provide adequate pharmacy services for on-site pharmacy work and remote order verification. Responsible for achieving established quality and financial budget outcomes. Selects, develops, and maintains a team of competent staff. Holds self and team accountable for achieving the highest level of quality of care, customer service, and employee satisfaction, and recognizes the contribution for desired results. Driven to meet and exceed customer expectations.

Will assist the Inpatient Pharmacy Supervisor and Pharmacy Director in setting the long and short range goals of the owned/affiliated Critical Access Hospital Pharmacies based on developments and trends in an institutional pharmacy practice and the specific needs of the institution and its patients.

SCOPE OF SERVICE/CUSTOMER:
Under the general direction of the Inpatient Pharmacy Supervisor and Pharmacy Director, plans, organizes and manages Critical Access/Rural Hospital pharmacy services. Role models behavior that cultivates compassion and service quality. Serves as a leadership resource for those working in the inpatient pharmacy, Medical Staff and other hospital staff, and provides a framework for enabling maximum human development. Assumes a proactive role in improving quality.

Patients served range in age from premature newborns to geriatrics. Customers include departmental employees, peers, physicians and their office staff, vendors, patients, families, visitors, etc.

ESSENTIAL FUNCTIONS:
1. Adheres to the principles of caring and expected behaviors outlined in MercyOne Dubuque Medical Center's Model of Caring and Trinity Health's Code of Conduct, fostering a climate where all customers are treated in a manner consistent with MercyOne Dubuque Medical Center's Mission and Values.
2. Maintains a working knowledge of applicable Federal, State and local laws and regulations, Trinity Health’s Organizational Integrity Program, Standards of Conduct, as well as other policies and procedures in order to ensure adherence in a manner that reflects honest, ethical and professional behavior.
3. Actively demonstrates the organization’s mission and core values, and conducts oneself at all times in a manner consistent with these values.
4. Knows and adheres to all Federal and State laws and regulations pertaining to the practice of Pharmacy in Iowa as well as patient health, safety and medical information.
5. Develops, secures approval of, implements, monitors adherence to, and administers departmental policies and procedures, and ensures they are in compliance with all federal and state (and other accrediting bodies) laws and regulations.
6. Recommends and implements agreed-upon long- and short-term departmental goals and objectives in order to enhance department services. These goals are aligned with corporate goals and objectives.
7. Helps lead and assist the organization's 340B oversight team, which includes representation from pharmacy, legal, compliance, finance, and senior administration.
8. Serves as the primary pharmacy representative on each site's Pharmacy & Therapeutics Committee, Quality Committee, and other committees/teams as assigned.
9. Prepares, secures approval of, and administers departmental capital expense and operating budgets. Monitors adherence to budgets and initiates corrective action as necessary.
10. Develops and administers all pharmacy programs and services, ensuring prompt and accurate preparation and distribution of drugs and other pharmaceuticals to patients.
11. Evaluates new pharmaceutical drugs, supplies, and equipment, and prepares written reports for senior Hospital management detailing findings. Makes recommendations for acquisition of new or additional pharmacy equipment and supplies.
12. Along with the Inpatient Pharmacy Supervisor, manages scheduling for pharmacists and technicians working at the Critical Access/Rural Hospitals.
13. Develops and maintains a quality control program, ensuring department functions in accordance with all Hospital standards, government and accrediting agency regulations, and the like.
14. Effectively interacts with pharmacy personnel, physicians, nurses and other healthcare professionals to solve problems in drug distribution and administration.
15. Develops and implements programs to improve the service of Pharmacy to the Medical Staff and Nursing personnel.
16. Performs other duties consistent with purpose of job as directed.

PHYSICAL AND MENTAL REQUIREMENTS AND WORKING CONDITIONS:
1. Normal office environment where there are relatively few physical discomforts due to dust, dirt and noise.
2. In an eight-hour day, may sit six hours at desk and walk/stand two hours.
3. Must be able to occasionally (6-10% of work time) lift/carry objects weighing approximately 35 lbs.
4. Associate’s job requires occasional (10% of work time) squatting, crawling, crouching, kneeling, balancing, pushing, pulling, frequent bending/stooping, and reaching above shoulder level.
5. Must frequently (21-50% of work time) maintain high level of concentration with many interruptions and attain desired deadlines.
6. Must be able to see at a near visual acuity level.
7. Must be able to speak and hear speech.
8. Must be able to travel on occasion to other worksites and training seminars.
9. Must adhere to applicable organizational requirements on an annual basis for Employee Health Directives.

MINIMUM QUALIFICATIONS
(EDUCATION, LICENSURE, CERTIFICATION, AND EXPERIENCE REQUIRED):
Education:
1. Bachelor of Science degree in Pharmacy required. Advanced education such as Pharm.D. Degree or Master of Science degree in Hospital Pharmacy with equivalent curriculum preferred.
2. Child and Dependent Adult Abuse Mandatory Reporter Training is required within 6 months of hire and every 5 years thereafter.

Licensure:
Must be a Registered Pharmacist in the State of Iowa in good standing or eligible for registration.
Maintains licensure in additional states based on hospitals with which coverage is established.
Additional Functions:
Registers with the Iowa Board of Pharmacy as PIC (for each Rural/Critical Access hospital under responsibility) and assures all aspects of that responsibility are followed.

Experience:
1. Five years experience in hospital pharmacy with experience in administration, supervision or other leadership or management role preferred.
2. High level of proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and Internet.

Direct budgetary input, responsibility, and accountability.
