Overview
Reporting to the VNA Director, the VNA Senior Staff Accountant provides all financial oversight of VNA agency budgets. Manages program budget, ensures implementation of quality improvement activities directed towards the enhancement of cost-effective services. Develops all VNA program grant budgets in development of grant writing. Provides accurate recording, reporting, and documentation of all grant billing. Maintains records of all grant claims in accordance to program policies.

Responsibilities
Exceptional Care Delivery
- Stays abreast of industry trends and proactively leads the change process.
- Responds to patient needs by conducting and overseeing cost/benefit analysis studies.
- Prepares and coordinates short- and long-range programs to complement/supplement VNA goals and objectives.
- Consistently applies VNA policy without exception.
- Keeps abreast of the latest professional and technical developments in departmental and VNA services as they relate to scope of responsibility.
- Responsible for developing and implementing standards of practice that ensure accurate reporting of agency budgets and patient payments.
- Grant billing for VNA Medicaid and insurance.
- Reports monthly agency financials to Director and Manager.
- Provides accurate recording, billing, reporting of all program budgets and expenses.
Operational Efficiency
- Assists Director to plan, coordinate, and direct all department activities.
- Manages the budgets to ensure compliance with all state and federal laws and funding requirements.
- Facilitates financial site reviews by funding and regulatory sources.
- Assists in plan and development of budgets for the department and programs.
- Supports agency director and participates in VNA’s strategic planning activities with VNA Board and staff.
- Manages time effectively to achieve goals and objectives and other operational deadlines.
- Prepares monthly reports for revenue reconciliations, aged A/R, days A/R, IPS summaries.
- Prepares cash receipt deposit and apply payments to appropriate accounts.
- Balances agency accounts receivable.
- Maintain agency documentation in accordance to all UPH and program/grant requirements.
Basic UPH Performance Criteria

- Demonstrates ability to meet business needs of department with regular, reliable attendance.
- Employee maintains current licenses and/or certifications required for the position.
- Practices and reflects knowledge of HIPAA, TJC, DNV, OSHA and other federal/state regulatory agencies guiding healthcare.
- Completes all annual education and competency requirements within the calendar year.
- Is knowledgeable of hospital and department compliance requirements for federally funded healthcare programs (e.g. Medicare and Medicaid) regarding fraud, waste and abuse. Brings any questions or concerns regarding compliance to the immediate attention of hospital administrative staff. Takes appropriate action on concerns reported by department staff related to compliance.

Education:

· 4-year bachelor’s degree |
Post-graduate education in business/accounting/finance |
Experience:
|
· Minimum of three to five years’ experience. |
Experience in grant billing and budgeting |
License(s)/Certification(s):

· Valid driver’s license when driving any vehicle for work-related reasons. |

Knowledge/Skills/Abilities:
|
· Demonstrates written and oral presentation skills, understandable to multiple stakeholder groups.
· Demonstrates negotiation skills.
· Basic computer knowledge using word processing, spreadsheet, email, and web browser. |
