Compensation: Living Allowance Total: $5,850  ($390.00 every 2 weeks over 30 weeks) + Education Award: $1,956.35*

AmeriCorps is a national service program that takes a different approach to improve lives and fostering civic engagement. AmeriCorps Members commit their time to address critical community needs.  In Dubuque, AmeriCorps Members serve at the intersection of education and mental health to help youth understand their emotions, reactions, and relationships through social-emotional learning to improve academic, career, and social success. City of Dubuque AmeriCorps Members implement key skill-building program to have the following impacts:

  1. Youth experience programs promoting healthy lifestyles resulting in decreased youth risk-related behaviors.
  2. Youth development skills to build meaningful and healthy relationships while experiencing being valued and respected.
  3. Providing every young person with the opportunity to grow up safely and access their best possible future.

The AmeriCorps Youth Creativity Specialist serves Bluff Strokes Art Center under the guidance and supervision of the Executive Director. This position’s goal is to provide Dubuque’s youth with community connections, healthy opportunities, and engaging high-quality art activities focused on Arts & Culture, year-round. This vital role involves creating partnerships to reach more youth including those who have been historically excluded, developing and implementing programs, and evaluating their impact. The Youth Creativity Specialist focuses on helping youth find their unique, creative expression, helping them navigate their personal development meaningfully through art. This position will support the development and implementation of programming for youth, build relationships with disadvantaged youth and their families, create community with other youth and adult art makers, and create sustainable support systems within the community.

Job Duties

 

Service Responsibilities

  1. Engage youth while growing new programming.
    1. Partnership and Recruitment:
      1. Trained and supported by Executive Director, grow teen art club offerings.
        1. Implement weekly during school year.
          1. Plan programming including at least 2 studio/museum visits, 2 artist visits, 4 backdrop sessions, 2 materials demonstrations, and lead open art making time at Center.
          2. Target 1 new community connections each week. These could be art teachers, non-profit organizations serving youth, etc.
          3. Target 2-3 new youth participants each week.  Enroll an average of 6 students per club meeting.
      2. Start new summer monthly teen art club (Jun-Aug 2026)
    2. Supported by Program Director, coordinate youth art camps.
      1. Schedule and plan logistics for four 1-week youth camps for Summer 2026
      2. Release camp registration and dates by late February.
      3. Enroll an average of 8 students per camp.
    3. Launch and serve new evening weekly all-ages (including youth) open studio in mid-January.
      1. Recruit youth participants.
        1. Target 2-3 new participants each week. These could be art teachers, non-profit organizations serving youth, etc.
      2. Set up engaging space for art making.
        1. Prepare materials for 1-2 potential art activities for walk-ins each week.
    4. Coordinate monthly Saturday youth art offerings.
      1. Target 1-2 new participants each week. These could be art teachers, non-profit organizations serving youth, etc.
      2. Enroll an average of 8 students per class.
      3. Plan for volunteer, material, and space needs.
        1. Fill 90% of volunteer spots.
  2. Collaboration and Partnership:
    1. Collaborate closely with AmeriCorps members serving at program partners to establish collaborative teen-focused programming efforts.
    2. Engage partner organizations and recruit youth participation in art center activities and other local Arts & Cultural events, activities, and programs (ex: area schools, Dubuque Museum of Art, and Dubuque Area Arts Collective).
      1. Connect with 1 ongoing partner and 1 new partner monthly. Partners include school systems, community organizations focusing on youth, community organizations focusing on art.
      2. Collaborate with Media and Communications specialist to create 2 monthly social media posts and a segment for monthly email communications recruiting youth.
      3. Develop and maintain contact lists related to youth programming (organizations, instructors, families, schools, etc.)
  3. Volunteer Management:
    1. Recruit, manage, monitor, train, and document volunteer expansion for involvement with youth programming.
      1. Use Volunteer Dubuque as tracking system
      2. Streamline volunteer process for youth serving volunteers.
      3. Improve volunteer coverage of youth programming expanding to one additional role posted for each youth program type, teen art club and youth open studio.
    2. Coordinate with volunteers to support the implementation of activities and ensure a safe and supportive environment for participants.

*Volunteers recruited and/or managed by AmeriCorps members will not participate in prohibited activities as outlined in the approved grant.

  1. Impact Assessment and Documentation:
    1. Document and maintain records of the impact on area youth who participate in the teen empowerment programs.
    2. Collect data and feedback to evaluate program effectiveness and identify areas for improvement.
  2. Disaster Response (AmeriCorps-Disaster Response Team)
    1. Participate in A-DRT training(s) to ensure the member has knowledge and ability to respond to disasters.
    2. Complete other training necessary to support disaster deployments, including but not limited to Volunteer Reception Center (VRC), first aid, mental health first aid, and chainsaw training.

 

Qualifications

 

Physical Requirements: 

  • Walk and carry materials up and down steps.
  • Stand and walk for extended periods of time.
  • Lift 30 pounds.
  • Bend, squat and kneel.

Desired Skills/Qualifications:

  • Must be competent and/or willing to learn in working with at-risk youth, teenage youth, and communities facing barriers.
  • Applicant must have reliable transportation. 
  • Applicant must be creative, energetic, dependable and a self-starter.

Eligibility Criteria:

  • Must have a high school diploma or equivalent OR agree to obtain one while under service to the AmeriCorps Program
  • Be 17 years or older at the start of service (no upper age limit).
  • Pass a national service criminal history check prior to first day of service due to recurring access to vulnerable populations.
  • Hold one of the following citizenship statuses: US citizen, US national, or Lawful Permanent Resident.

Service Schedule

The Teen Creativity Specialist’s scheduled hours may fluctuate based on Teen EmpowermentProgramming and Teen Programming scheduled throughout the year. Typical schedule: Mon – Friday: Serve flexibly between the hours of 9am – 8pm, with Four days/week served during the 8am – 5pm timeframe, with one day from 12pm to 8pm; Opportunities for weekend hours or special events may become available during the year.  Member will serve 18 hrs per week at a minimum.

Example schedule for illustrative purposes:

  • Monday: noon – 4pm (3 weeks per month)
  • Tuesday: 4pm to 8pm
  • Wednesday: 1:30pm -5:30pm
  • Thursday: noon – 4pm
  • Friday: noon – 4pm
  • Saturday: 9am-1pm (1 week per month)
  • Sunday: Off

Leave: Sick leave, personal leave, and holiday leave is allowed, but such time off does not count towards the required number of hours needed to successfully complete the term of service. There are additional benefits offered if the member has a compelling personal circumstance.

Disaster Deployments: Member who opt-in to be engaged in disaster deployment/activities will need to ensure availability for the term of the disaster deployments, generally 2-4 weeks. Make plans for pets, family members, other employment and responsibilities that need regular attention.

Evaluations and Alternative Service

AmeriCorps Members are required by the program to complete Self-Evaluations. 

Mid-Term Evaluations: At the member’s halfway point during their term of service, the member will complete a self-evaluation and their Site Supervisor will complete an evaluation on the member through AmericaLearns. The member and site supervisor will meet, with or without Program Staff, to discuss the evaluations in-depth. These evaluations must be submitted to the AmeriCorps Program.

End-Term Evaluations: Upon the completion of their AmeriCorps Contract, all members will complete an End-Term Evaluation through AmericaLearns. The End-Term Evaluation must be completed, signed, and submitted to the AmeriCorps Program within 30 days of the member’s final date of service. Non-submission of this document within the 30-day timeframe will lead to the member being exited for cause (see section 9 of the Member Service Agreement) and will forfeit the member’s right to the Education Award.

Members may engage in other allowable activities that are not specifically outlined in the position description, but that support the AmeriCorps program design, and which will help the Program meet its goals. Under no circumstances will members be asked to perform prohibited activities. Volunteers recruited and/or managed by AmeriCorps members will not participate in prohibited activities as outlined in the approved grant application.

Plans Examiner

Position Summary

GENERAL STATEMENT OF DUTIES: Review new and existing commercial and residential plans, specifications, and structural designs for compliance with federal, state and local codes and ordinances. The ideal candidate desires to be part of an organization that values service, people, integrity, responsibility, innovation and teamwork.

DISTINGUISHING FEATURES OF THE CLASS: 
Under the general direction of the Code Official, this position will oversee and manage complete commercial and residential plan review and permit issuance. This position consults with; designers, engineers, architects, developers, contractors, and the general public as it relates to code interpretations, and application and use of construction methods and materials. This position will coordinate with City departments including Planning and Zoning, Fire, Public Works, Water, and other city staff on issues related to permit issuance, code interpretation and specific projects.

Job Duties

 

  • Examine Plans, documents and specifications to determine compliance with federal, state and local codes and ordinances;
  • Works collaboratively with building officials, inspection staff, architects, engineers, contractors, builders and the general public in the field and office to interpret requirements and restrictions, advises on new building methods and materials to establish good building practices;
  • Assists in determining appropriate project valuation and permit fees;
  • Responds to code related inquiries & concerns from the public;
  • Answer questions from stakeholders related to code enforcement, the permitting,  plan documents, etc.
  • Assists with development and implementation of procedures, policies, informational bulletins/literature and materials used in daily operations;
  • Participate in the recommendation and drafting of building and other related code amendments and changes;
  • Participate in development review team meetings to provide guidance as it relates to building code compliance, to contractors, developers, architects and/or engineers related to conceptual or proposed developments..
  • Maintain records and accompanying documentation for permit applications and prepare reports for use by administration.
  • Work closely with inspectors and permit techs,  providing support and cross functional team work.
  • Other duties as assigned.

Qualifications
KNOWLEDGE, SKILLS AND ABILITIES:

  • Building and Construction – Knowledge of construction means, methods and materials, both residential and commercial.  Ability to read construction plans and documents.  Knowledge of zoning regulations, codes, policies and ordinances.
  • Customer and Personal Service – Knowledge of principles and processes for providing customer and personal services which includes;  customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Engineering and Technology – Knowledge of the practical application of engineering science and technology which includes applying principles, techniques, procedures to evaluate construction requirements.
  • Design – General knowledge of design techniques, tools, and principles involved in production of precision technical plans, blueprints, and drawings.
  • Technology – Knowledge of personal computers, word-processing, and spreadsheet software.
  • Critical Thinking and Complex Problem Solving – Noticing a problem, thinking about the pros and cons; and figuring out the best way to solve it.

 

Qualifications

 

MINIMUM QUALIFICATIONS:

  • Knowledge of advanced construction techniques, procedures and methods related to plan review, and current building codes & building materials;
  • Ability to read and understand detailed building construction documents; to confirm acceptable construction types; to interpret and review a variety of complex engineering plans, code specifications, mathematical computations; to make field inspections and quickly provide code requirements on in-field construction issues;
  • or equivalent combination of education, experience and/or training to meet the required qualifications.
  • Excellent written, verbal, and interpersonal communication skills
  • Certification as a Building Plans Examiner within one year of date of hire as issued by the International Code Council.

DESIRED QUALIFICATIONS:

  • The ability to create and present educational training to field inspectors and office staff.
  • Bachelor’s Degree in Construction Science, Construction Administration, engineering, architecture or related field;
  • Five (5) years of increasingly responsible experience in building inspection, code enforcement, plan review and/or construction experience.

Self-Sufficiency Coordinator (Limited-Term)

Position Summary

Please note: This position is funded through a federal grant. The grant supporting this position has been awarded to the City for an extended period and has historically been renewed; however, employment in this role is contingent upon the availability and continuation of federal grant funding

GENERAL SUMMARY: Under general supervision of the Assisted Housing Supervisor, this is technical, professional and clerical work in case managing clients for the Housing and Urban Development (HUD) Family Self-Sufficiency (FSS) Program; This position is also responsible for contributing to efforts to engage the community and individuals in self-sufficiency programs; performs related work as required.

Lead Water Distribution Maintenance Worker

Position Summary

Under general supervision, performs and supervises a variety of skilled and semi-skilled tasks in the operation of equipment and in the maintenance, repair, and construction of the City’s Water Distribution System; and performs related duties as assigned.

 DISTINGUISHING FEATURES OF THE CLASS: This is responsible technical and administrative work in planning, directing, coordinating, and supervising the field operation and maintenance of the City’s Water Distribution System. Work involves responsibility for performing and supervising a variety of skilled and semi-skilled tasks in the operation of equipment and in the maintenance, repair and construction of the City’s Water Distribution System. Assignments and general directions are received from the Water Distribution Supervisor. The employee in this class exercises discretion and independent judgment in directing the operation and maintenance of the Water Distribution activity. Work is received and evaluated by the Water Distribution Supervisor through operating records, inspection of facilities, equipment and job sites and the effectiveness of services provided.

Job Duties

 

  • Performs and plans, organizes, supervises, and evaluates the work of employees engaged in the operation, maintenance, repair, and construction of the City’s Water Distribution System;
  • Assists the Water Distribution Supervisor in the design modification of the Water Distribution System and its associated facilities;
  • Maintains good public relations through courteous and prompt attention to complaints and inquiries; assists in developing long-range plans for the operation of the Water Distribution System;
  • Assists in the development of the budget (operating and capital) for the Water Distribution activities; determines, controls, and maintains an inventory of necessary supplies and equipment;
  • Reviews specifications and analyzes bids for the purchase of supplies and equipment;
  • Reviews and analyzes methods, equipment used and performance to find ways of increasing efficiency and effectiveness, improving results or affecting economies in operation and maintenance activities;
  • Inspects projects to determine what work is needed and how it can be accomplished; conducts in-service training;
  • Evaluates the quality of work of employees and promotes instruction in safety and improved work procedures and methods;
  • Instructs and inspects the work of other employees to ensure the proper performance of work;
    prepares estimates of operating needs and submits requests for supplies, equipment, and materials as needed;
  • Operates and supervises the operation of equipment, such as backhoes/loader, pumps, front-end loader, trucks and other vehicles and equipment used in the maintenance, repair, and construction of the Water Distribution System; excavates and back-fills trenches; loads and unloads trucks containing heavy materials; operates miscellaneous manual and power tools, such as jackhammer, air-compressor, pick, shovel, saw, drill, and pipe wrench;
  • Taps water mains and installs and repairs water lines, mains, and meters; performs, develops, analyzes and interprets laboratory reports, cost reports, work records and operating procedures; responds to the public in a professional manner; maintains time and other records; performs and supervises the repair and maintenance of vehicles and equipment;
  • Participates in the Water Department management team; manages and monitors the 24-hour stand-by call-out rotation for water distribution components and facilities, providing direct assistance during call-outs as required.

KNOWLEDGE, SKILLS AND ABILITIES:

WATER DISTRIBUTION AND MECHANICAL: Knowledge of the methods, practices and tools used in the operation, maintenance, repair, and construction of the Water Distribution System, including well fields, pump stations and storage reservoirs; of local, state, and federal rules and regulation relating to the water supply industry; and recent developments and trends, current literature and sources of information related to the maintenance and repair of water distribution systems; knowledge of organizational development concepts, techniques, and philosophies; ability to safely operate tools and heavy equipment and safely perform a variety of skilled and semi-skilled tasks in the operation, repair, maintenance, and construction of the Water Distribution System. Skill in the use and care of tools and equipment necessary to perform a variety of tasks related to the maintenance, repair, operation, and construction of the Water Distribution System.

SAFETY: Knowledge of the occupational hazards and necessary safety precautions applicable to the operation of tools, heavy equipment, and the performance of skilled and semi-skilled tasks in the operation, maintenance, repair, and construction of the Water Distribution System. Knowledge of traffic laws and regulations.

GIS AND COMPUTER TECHNOLOGY: knowledge of geographic information systems. Skill in the use of computer software applicable to the Water Distribution System.

Knowledge of modern record keeping and cost accounting methods and practices.

LONG RANGE PLANNING: Ability to determine long range needs and to plan and organize work for the accomplishment of objectives; prepare material and labor cost estimates; maintain and make routine repairs to vehicles and equipment; handle a variety of tasks without close supervision; and understand and follow oral and written instructions and directions.

Qualifications

 MINIMUM QUALIFICATIONS:

  •  State of Iowa Grade IV Water Distribution Certification within thirty-six (36) months after appointment; and
    Possession of high school diploma or its equivalent, supplemented by college level course work in civil engineering, water or wastewater resources, or another related technical field; and
  • At least three years of experience in the operation, maintenance, repair and construction of a water distribution system; or
  • Any equivalent combination of experience and training
PREFERRED QUALIFICATIONS:
– Additional experience, including lead work experience, in the operation, maintenance, repair and construction of a water distribution system.
– Possession of or ability to obtain and maintain:

– A valid Class A commercial driver’s license with air brakes endorsement.
– Certification as a trained competent person as it applies to trenching/shoring.
-Forklift operator certification.

Water Distribution Maintenance Worker

GENERAL SUMMARY: The Water Distribution Maintenance Worker performs and supervises a variety of skilled and semi-skilled tasks in heavy equipment operations, construction, maintenance, inspection, testing, repair and installation of water mains, service lines, fire hydrants, valves and meters in the water distribution system and in the implementation of the backflow prevention program; and performs related work as required. DISTINGUISHING FEATURES OF THE CLASS: Work in this class involves responsibility for performing and supervising a variety of skilled and semi-skilled tasks in heavy equipment operations, construction, maintenance, inspection, testing, repair and installation of water mains, service lines, fire hydrants, valves, and meters and in the implementation of backflow prevention program. Assignments are received in the form of electronic, oral, or written work orders. The work is performed in accordance with general or specific instructions of a supervisor who inspects work while in progress and upon completion.

 

 

Job Duties

 

  • Participate in the construction, maintenance, and emergency repair of the water distribution system; a mandatory stand-by/call-out rotation; and the City’s intercultural competency training and program.
  • Install water mains and meters, services lines, fire hydrants and valves.
  • Repair water mains and meters, service lines, fire hydrants and valves.
  • Operate heavy construction equipment including excavators, backhoe, and end-loader; electronic GPS equipment; automotive and specialized equipment including air compressor, generator, hydraulic valve operator, dump truck, abrasive saw, pump, shoring equipment, tamper, tapping machines, jackhammer, electrical tools, back-hoe, mini excavator, forklift, vehicle mounted crane, vacuum equipment, and other equipment; and road and construction equipment and trucks.
  • Read and test water meters.
  • Perform backflow prevention program implementation and flow testing duties; maintenance activities; and site restoration including compaction, landscaping, and concrete work.
  • Establish and maintain records systems.

Police Intern – Community Resource Officer (CRO)

Under direction and supervision of the Staff Services Captain and Patrol Division Commanders a Community Resource Officer (CRO) will work with a variety of entities to accomplish proactive and problem-solving community policing objectives; assist sworn and civilian employees of the Dubuque Police Department in their daily duties; and get exposure to a variety of law enforcement related duties and training.

  • Attend regular community meetings and special events; required trainings; and neighborhood meetings and functions.
  • Appear at scenes of disorder or crime; and in court as a witness.
  • Respond to radio and telephone dispatches and emergencies to provide assistance.
  • Prepare detailed, comprehensive investigation and incident reports.
  • Communicate situation details to appropriate personnel.
  • Testify at legal proceedings.
  • Relay information about incidents and emergencies to personnel using phones and two-way radios.

Qualifications

MINIMUM QUALIFICATIONS:

  • High school diploma or equivalent.
  • Successful completion of department approval bicycle safety and skill course within the first week.
  • Possession of a valid state driver’s license.

PREFERRED QUALIFICATIONS

  • Current college student (about to start senior year or final year at junior college) with recent college work in Criminal Justice/Police Science, Criminal Science, Criminology Law Enforcement or similar/related courses.
