MFC Site Supervisor (Part-time)

Position Summary

Plant Operator (WRRC)

Position Summary

Please note: Hourly rates shown above reflect the base pay range for the position. Additional certification pay, ranging from 1.5 percent to 10 percent above base pay, is applied upon obtaining and maintaining applicable Iowa DNR Water or Wastewater Treatment certifications. The Hourly Rate with Certification Pay is as follows:
• Grade 2 Waste Water Treatment Certification: approximately $29.13 – $32.80
• Grade 3 Waste Water Treatment Certification: approximately $29.99 – $33.78
• Grade 4 Waste Water Treatment Certification: approximately $31.57 – $35.55

Perform technical work in the operation and maintenance of the Water & Resource Recovery Center (W&RRC) a Grade IV wastewater treatment facility; operate and control an entire treatment process, often through use of a supervisory, control, and data acquisition system (SCADA), to transfer or treat wastewater; perform skilled and semi-skilled tasks in the maintenance and repair of buildings, grounds and equipment; conduct routine wastewater sampling and laboratory testing to support process control, operational decision-making, and permit compliance; perform other duties as assigned.

DISTINGUISHING FEATURES OF THE CLASS: Work involves responsibility for the physical, chemical, and biological treatment of wastewater, operating and maintaining various mechanisms and pump equipment and operating the solids de-watering equipment and anaerobic digesters.  Work is reviewed and evaluated by supervisor through inspection, results achieved and observation of facility operations effectiveness through laboratory report analyses. The normal work schedule consists of an eight-hour shift worked on weekdays between the hours of 6:00 a.m. and 6:00 p.m. In addition, the position requires participation in a rotating weekend schedule, which may include working twelve-hour shifts on Saturdays and Sundays between 6:00 a.m. and 6:00 p.m. Work hours may vary as needed to meet operational requirements, including emergency response and staffing needs. Employees are assigned to a specific work shift and works independently. Position involves on-call coverage as necessary for operations.

  • Operate physical, chemical, and biological wastewater treatment systems and equipment using SCADA and other computerized systems as primary tools to monitor system performance, control processes, review alarms and trends, and inform day-to-day operational decisions; including computers, software and hardware; pumps, control panels, chemical feed and solids dewatering equipment, anaerobic digesters, and other associated equipment.
  • Perform sample collection and analysis using Standard Testing Methods or products.
  • Inspect production equipment and treatment facilities and document findings using electronic systems, including computerized maintenance management systems (CMMS).
  • Maintain and repair wastewater treatment, production or processing equipment and track using CMMS.
  • Repair production equipment or tools.
  • Lubricate production equipment in accordance with preventative maintenance schedules.
  • Clean work areas; and production equipment.
  • Evaluate analytical chemistry procedures and adjust equipment.
  • Transfer chemicals in accordance with safety procedures and operating protocols.
  • Maintain a log of facility operations including data entry and review with SCADA, CMMS, and other electronic recordkeeping systems.
  • Perform building and grounds maintenance.
  • Utilize hand and power tools.
  • Assist with the purchase of materials, tools, chemicals, and equipment including needs and usage in electronic systems as required.

 

KNOWLEDGE, SKILLS AND ABILITIES:

  • Chemistry– Knowledge of the chemical composition, structure, and properties of substances and of the chemical processes and transformations that they undergo which includes uses of chemicals and their interactions, danger signs, production techniques, and disposal methods associated with wastewater treatment.
  • Biology and Microbiology– Knowledge of plant and animal organisms, their tissues, cells, functions, interdependencies, and interactions with each other and the environment.
  • Mechanical– Knowledge of machines and tools, including their designs, uses, repair, and maintenance; and ability to inspect and troubleshoot.

Qualifications

MINIMUM QUALIFICATIONS:

  • High school diploma or equivalent; and
  • At least one year of on-the-job training as a mechanical trades apprentice; or
  • Equivalent combination of experience and training.
  • Possession of, or ability to obtain and maintain, a valid state driver’s license within 30 days after start date.
  • Possession of, or ability to obtain and maintain, a State of Iowa Department of Natural Resources Grade 2 Waste Water Treatment Certificate within 36 months after appointment.

PREFERRED QUALIFICATIONS:

  • Associate of Applied Science (A.A.S.) degree or certificate in Water Environmental Technology; associate degree in chemistry or biology; or a bachelor’s degree in chemistry, biology, environmental science, or a closely related discipline.
  • Experience in the operation of a wastewater treatment facility and in the repair and maintenance of equipment, grounds and buildings.
  • Two (2) years of experience in a mechanical, industrial maintenance, or equipment repair field, including performing preventive maintenance, inspections, and minor repairs on mechanical or electromechanical equipment.
  • Possession of, or ability to obtain and maintain, a State of Iowa Department of Natural Resources Grade 1, 2, 3, or 4 Waste Water Treatment Certificate.

Lead Mechanic

Position Summary

Please note: In addition to base pay listed on the job posting, this position may qualify for a Market Adjustment Supplement Pay of up to $2.65 per hour, depending on qualifications. 

Under general supervision, performs and supervises skilled mechanical work in the repair and maintenance of a wide variety of specialized equipment and motorized machinery; performs related work as required. Work includes diagnosing mechanical issues, performing preventive maintenance, and ensuring equipment is safely returned to service.

DISTINGUISHING FEATURES OF THE CLASS: Work in this class involves responsibility for supervising and performing skilled tasks in the repair, maintenance, and service of a wide variety of conventional and specialized equipment and motorized machinery. Work assignments are received orally or in writing from the Fleet Manager and may include assisting in diagnosing the nature and extent of mechanical issues. General supervision is received from the Fleet Manager. Work may be reviewed in progress and upon completion through inspection, testing, and evaluation of results achieved.

Job Duties

• Plans, performs, leads, supervises, and evaluates the work of employees engaged in the overhaul, repair, and maintenance of light and heavy trucks, gasoline and diesel engines, tractors, bulldozers, scrapers, trash compactors, end loaders, specialized compost equipment, graders, fire apparatus, transit vehicles, and other automotive and mechanical equipment.

• Provides day-to-day leadership, coaching, and mentoring to mechanics and support staff; fosters teamwork, collaboration, and a positive, safety-focused work environment.

• Diagnoses mechanical defects, determines corrective action required, and guides team members in troubleshooting and repair techniques to support skill development and consistent work quality.

• Conducts and oversees road tests to locate equipment defects and verify the effectiveness of repairs prior to returning equipment to service.

• Utilizes testing devices such as ammeters, voltmeters, gauges, and other diagnostic equipment; ensures proper use and shared knowledge of diagnostic tools across the team.

• Performs arc, acetylene, TIG, MIG welding and cutting; trains and supports staff in safe and effective welding practices as appropriate.

• Performs and oversees preventive maintenance programs, coordinating work assignments through the work order system to ensure efficiency, accountability, and timely completion.

• Leads the use of the computerized work order and fleet management system, ensuring accurate entry of labor, parts, costs, and repair notes; monitors work order status and assists staff in proper system use.

• Maintains accurate and complete records of work performed and parts used; reviews work orders for quality, consistency, and compliance with departmental standards.

• Serves in the capacity of Fleet Manager in their absence, including supporting staff coordination, prioritization of work orders, and communication with departments.

• Responds to residents’ questions and service requests in a courteous, timely, and fair manner, modeling professionalism and customer service expectations for staff.

Qualifications

 

MINIMUM QUALIFICATIONS:

• Experience as an automotive mechanic, including repair and maintenance of automotive and light and heavy equipment.
• Supervisory experience in automotive and heavy equipment repair and maintenance.
• Possession of, or ability to obtain within 6 months of hire date and maintain, a valid Class A Commercial Driver’s License with air brakes, combination, and passenger endorsements.
• High school diploma or equivalent, supplemented by technical training in automotive mechanics; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
